I think ordinarily your financial situation is good, provided you still had some balance in your . I believe your concern should be that you are not required to provide updated statements. But even then, your is not expected to be static because of your application. If the transaction remains in line with the pattern in previous months, then i dont think you will have a problem. I also feel if you convert to USD and keep in a domicilliary , then you should be able to explain that if an updated statement is required as long as you will attach the dom too.

that is the only reason on my note,and my agent also said the same thing that My sponsor is not suppose to touch the money till the visa comes out…..the money left the three days after MBS was sent to the embassy

was it your notes that told you that ? did they request for an updated statement and the money wasn't there when you resent or you were refused outright for that reason ? also the day you printed the statement was the money still available in the statement ? or you printed a specific time after u took out the funds

if opening balance was 4m and closing was 22m that is too much difference , even my first thought is that was inflated especially with minimum inflow and outflow , these do's set get sense now , if the difference between opening and closing was still 5m that's okay but from 4m to 22m suddenly is quite a lot.

People have been getting well approved without tax documents , I don't think not submitting it has any negative effect

then you need to order your notes and look at the application carefully , was there any lump sum deposited ? did you properly prove how funds was accumulated ? invoice ? receipts ? business ? salary ? , it might have nothing to do with enough money , try and order your notes , trying paying a full year fees and do GIC

2 years course , how much is the tuition , if the tuition is say 19k , you'll need to show how you'll still be making money while away

The funds isn't satisfactory to the VO , how many years course is it ? 2 years or one year ? the 27m you submitted is 78k CAD for a family of 4 , if the course is a two years course that money isn't enough

Please is it true the Embassy can see the available balance on the day they view your statement if you use MBS , someone said they will only see the duration you printed but they will still be able to see the available cash on the day the statement is viewed by an officer too , who can confirm how true this is.

As a Bachelor's degree holder, yes you can apply for a Post Graduate Certificate if you have a 2.2, 3rd Class or if your work experience is related to that Post Graduate program even though the program has nothing to do with your Bachelors degree E. g a Microbiology graduate who has been working in a bank as an HR can go for a Post Graduate Certificate program in HRM (Human Resources Management) cos it is related to his/her work experience
but
if you have good grades like a minimum of 2.1 and you want to go for a Post Graduate Certificate in a college, you need to convince a VO with strong cogent reasons on your SOP why you are going for a Post Graduate Certificate Program at a college instead of a Masters.

Due to the study gap bridged by work experience, you should go with the one related to your work experience.

Your work experience overrides your academic qualifications. This will be seen as career progression.

I regret to hear about the refusal of your study permit. Did your cousin show any proof of commitment by paying part of your tuition deposit to the school as well as transferring funds to your bank ?. From my understanding of the refusal grounds mentioned by the visa officer, they are not convinced that you will have full access to funds in your cousin's . Work on showing funds at your disposal and establishing strong proof of relationship with your sponsor.
