But you didn't tell us the scene. Was it while chasing an allegedge criminal in a public place? Lol. You don't use collateral damage in this situation. It's not war, or a hostage case. You too reason it. You judge someone by their dressing and mannerisms, and immediately conclude they are into fraud, then you begin to chase him with weapons suitable for war, fire it without caution, direction or discretion, someone else receives the bullet and dies, and you describe it as collateral damage? I am not surprised most of them don't understand what the word 'harm' connote. 99.9% of the people on this forum lack intellect. The new cool now is to paint a criminal act as a lesser evil and when it becomes a menace, the same people benefiting from it now will be first to call on the government. I think the Nigerian laws governing fraud should be reviewed and the penalty made stiffer to serve as a deterrent to those nursing the act. 20yrs jail term should do.

Even getting the warrant in the US is not as easy as it sounds, the police has to present some evidence as to why they think the person is a suspect to the district attorney before they are able to secure a warrant, they can't just go to the district attorney and say I suspect Mr A for a crime and just get a warrant. Nigeria will remain a third world country.
