The Lagos State Government has once again emphasized its firm stance against the collection of excessive tenancy agreement fees, reminding landlords and agents that the legally approved maximum remains 10% of the annual rent.

This position was made clear by the Special Adviser to the Governor on Housing, Barrister Barakat Odunuga-Bakare, during the 2025 Ministerial Press Briefing held at the Bagauda Kaltho Press Centre, Alausa, Ikeja.

Barr. Odunuga-Bakare noted that the Lagos State Tenancy Law clearly states that landlords or agents must not demand more than 10% of the annual rent as agreement or legal fees. Any demand exceeding this limit, she said, is a violation of the law.

“We’ve received a disturbing number of complaints from residents about exploitative practices by some landlords and agents,” she said. “Many of these fees are outrageous and unaffordable. We want Lagosians to know that they have the right to say no to such charges and to report these illegalities.”

She acknowledged that Lagos, as a rapidly growing city facing significant rural-to-urban migration, is dealing with serious housing challenges. Unfortunately, she added, some unscrupulous individuals are taking advantage of the situation to exploit vulnerable residents.

Despite these challenges, Barr. Odunuga-Bakare assured the public of the State Government’s unwavering commitment to cleaning up the real estate sector. She said proactive steps are being taken to ensure that Lagosians are protected from housing-related fraud and unfair practices.

She also mentioned that the government has been working closely with ed associations of real estate agents. According to her, these associations have distanced themselves from such illegal practices. “They’ve made it clear that those involved in these violations are mostly uned agents who are not d with any professional body,” she noted.

Residents who are subjected to illegal tenancy charges are urged to report such cases to the Lagos State Real Estate Regulatory Authority (LASRERA) through its official social media handles:

This reminder long overdue! Lagos landlords and some agents dey run street on tenants with all these yeye 'agreement and caution fees' wey rent itself. Kudos to the state for standing firm. But enforcement na the koko, make LASRERA no just dey press release, make dem press action too!

Rent 200k instead of 250k you will be forced to pay 450k
Rent 500k instead of paying total of 650k you will be forced to pay 800k

This could only be enforced when tenant takes landlord to court.

If not, enforcement will not be easy by the government.

Good. 10% commission/agreement! Once this is properly enforced, cost of house rent would significantly reduce, unlike when agents would charge 20-30% agreement and commission, making the rent high.

This is a more feasible solution than asking landlords to charge monthly in my own opinion cos some troublesome tenants would take advantage of it and refuse to pay rent after a few months.

Dose rich guys in Lagos pays 5yrs ahead so, most houses now u must pay 2yrs rent minimum and bc of dat dey peh the agent n commission to be high..if u no collect who go pay 5yrs rent go pay am in 2days

If you are a victim, just report to the government and it will be dealt with.

These agents have unions and I know they should have enlightened themselves.

I was shocked when our office cleaner told me she paid 350k for a room in Agege. Yearly rent is 120k that fair, Crazy part Agent fee 100k, agreement 100k am very sure it one tiny receipt they will cut for her, damages 30k for house that is most likely be leaking when raining. Before the house search she don pay 10k for agent form omo I just weak.

You just read there's a law against such fraudulent activities and where there's law there will surely be punishment for breaking the law. The Government also encouraged people to report violators. The wickedness of the landlords and Agents in Lagos, Ogun and Oyo states and other states is too much. How can you bill people double of the rent as charges? Kudos to lagos for protecting the tenants and shame on the other Governors for subjecting their indigene to evil exploitation.
