Is there any paper approved by government to show vigilante groups or villagers when you encounter them?

Can you carry dane gun and enter katsina forest for hunting?

Let's even assume they are kidnappers(which I don't even believe),is killing them not utter foolishness,asides being barbaric?
You arrest kidnappers,you ask them questions to know sponsors,if others etc,to prevent future attacks.
But this kidnapping tale is pure fabrication by the vigilantes and community to justify these barbarity;kidnappers would be dropped way off the community town,from there they make their way to the forests to plan any so called kidnapping.
