Many schools now waive GRE.

Yes, it's true. But I beg you with all my heart, remove South Korea from the list. Don't let it end in tears. It's not a good place for Africans to study at all unless you intend on leaving as soon as you complete your program. I know 2 people that are currently having hard times there after completing their MSc. They were forced to become factory workers. Infact, one of them who got a degree qualification job was asked to forcefully resign after sometime because the authority forced the company to give it to their own citizen. They won't allow you to take jobs based on your degree qualifications. Unlike the US, Canada and virtually all Western nations, South Korea doesn't allow Africans to stay back easily and assimilate to their society. You might be lucky if you marry their citizens though!

So many people with WAEC results full of A1s especially the first class graduates. Makes competition so high but God, the Almighty has all the control.

Based on your experience, apart from the last cycle where the selection process was halted by the pandemic, has the final list ever reached August?

I hope the process doesn't go past July too but please don't assume your convenience is their priority. They don't mind making you wait another year at all. And the reality is most and scholars will probably have to defer until next year because of how convoluted their process is.

I personally don't see the logic in saying you want a partial scholarship.
