ijustdey: If this is true this is what I think happened. The Federal Government has bought the production line from the cement companies for an agreed number of bags of cement for the Mass Housing Scheme. What this means is that the cement companies have agreed with the Federal Government to produce a bag of cement at N2,600 and this may be on the premise that the government will pay upfront for production to go ahead. No kam bia kwa business. However, the cement companies may not be responsible for the lifting, transportation, warehousing, and further personnel cost of the cement. Further, the cement companies may not pay VAT and port charges for raw materials and spare parts for the number of bags as these are for the government and the government doesn't pay tax to itself. The UK government used this approach to buy all UK supplies of Covid-19 vaccines. It is a beautiful system if well implemented. However, knowing the Federal Government as we know them, at the end of the day, after factoring in the above "hidden" cost and corruption, I can bet my last kobo that the Federal Government will get a bag of cement from the companies far more than the general public are currently doing. What’s happened is that osinbajo is borrowing ideas from OGUN state government. Lafarge partnered OGUN state to deliver cement at 2450 on all state govt projects. Osinbajo is following that line. I said it few weeks ago that Lafarge love partnering indigenous projects. The official price is below 3,000. The problem with Lafarge is their system which empowers distributors to determine their sales price. |

michlins: This is not impossible. I helped many people here get cement at the official rate from the state govt project. The only thing Lafarge will do is ensure they deliver the cement to the project site. If you like sell it off, it’s none of their business so long they’re not the one selling it outside or any of their distributors. There’s also fear of what if contractors sell off. The truth is why will anyone sell off 2600 cement to buy 3500/bag because cements are distributed to contractors as the BOQ specifies.

somehow:In the US government will not barn importation of cement when local production is not meeting demand. If the cost of cement is almost double within 12 months. Something is definitely not right somewhere. The fact that the total production capacity in the country is far below demand. There is no competition for increased market share among manufacturers. Since you can sell all you are producing , there is no incentive for you to look for way to cut cost of production that will give you competitive advantage. A competent government interested in serving the people will introduce control importation of cement to force the local manufacturer to up their game. Let assume the government set the control price at #2800. The moment the price hit #2800 they will allow importation for 6 months. We have more than 8 cement manufacturing companies, and I don't think there is a law stopping any new Comer, including you. Before the ban, some of the companies above could not cope, but got a lift as soon as the ban came to light. We are a people that like the easiest and the fastest route out. We hardly have time to build but we always want to enjoy what those who built are enjoying. BTW, Trump banned alot of stuffs from coming into the US from China and co, you can look this up. |

I am not against government effort to build local capacity but against the a system where manufacturers are using government effort to exploits the citizens. I am just recommending a sort of carrot and stick to make the system fairer. We are a people that like the easiest and the fastest route out. We hardly have time to build but we always want to enjoy what those who built are enjoying. Is it easiest and fastest route to asked for some measure of control on the product that have been barned for importation for more than 10 years? 90% of this product raw materials are sourced locally. I am sure your ability to post on Nairaland is you enjoying what others build. I will recommend you open any economics textbook to read on economy of scale. The exorbitant cost of building material of which cement is number one is affecting the standard of living of the citizen. The minimum wage in Lagos is about #35k most private companies pay their workers around #20k to 25k. To get a one room apt cost about #200k. America banning of certain products importation from china is not economical it is political.
