For instance in canada HST is 13% in ontario, but 5% in Alberta. It means cost of living expenses is significantly lower in Alberta than Ontario. A reason why many workers are moving to there. Same thing in Nigeria, sales tax in Anambra is lower than in ekiti even though there's are more SMEs there than in Ekiti. It simply means COL in Anambra is lower than in Ekiti.
