The reason you were asked to read the statement again is because the person you quoted never claimed it was a JUSTIFICATION, and neither did they suggest the actions were RIGHT. They simply pointed out the obvious (albeit selfish) reason why politicians were endorsing the president.

Government is not supposed to be invloved in building malls.

There are more serious things for government to do.
Nothing wrong with the government running a business that will produce revenue, employment and profits for the state. I believe it becomes a problem only if the investment isn't something profitable or if it's a liability investment where the government has to start subsidising rent for businesses.

Only other red flag would be if the government would be directly involved in its management. As long as the day to day management is concessioned to serious private sector managers, then there's really nothing wrong with this.
