NIGERIA’S BURGEONING (NOT HOLLOW) DEMOCRACY - BY FESTUS KEYAMO, SAN

In global diplomacy and international relations, Presidents of countries make decisions and take actions about other countries’ affairs (albeit within the limits of sovereignty of States in International Law) based on reports from official and diplomatic sources likely to have been conveyed through well-established channels of communications. Long epistles written in flowery or purple prose by bitter ers of sore losers, posing as ‘concerned citizens’ (but in reality actuated by ethnic politics) do not fall within these official or diplomatic sources.

It is befuddling that someone often celebrated for using a God-given talent to promote our African values, will so tragically degrade that same ethos by penning a letter that is so petty, so grovelling in its tone in urging a single foreign power to withhold a mere congratulatory message to our President-elect as if that is what actually validates our own democratic identity. It reflects a pathetic colonial mentality.

It is even more ironic to realise that the same foreign power to which the obsequious appeal is directed is still grappling with the credibility of its own internal democratic process that produced its present leadership. More tragic is that some rabid ers here are falling over themselves in deluded ecstasy for such a worthless letter that may not even be considered worthy enough,

In a diplomatic sense, for the attention of even a stenographer to an Under Secretary in the US. Such only paints the picture of a band of drowning ers clutching at any straw to stay afloat. As for the empirical fallacies contained in the letter, I will not bother myself here with a lengthy response as enough have been said in the last few weeks in respect of those specific issues and all the issues are before our Justices awaiting adjudication.

But I have bad news for them: the stenographer will probably toss the letter into a trash bin with the conclusion that it is no more than the tantrums of a Trump reincarnate in Nigeria - those who refuse to accept obvious defeat! Yes, the US has the likes of that writer in their midst too!

The Kaduna government has approved the reinstatement of 1,288 primary school teachers who were sacked 10 months ago.

In June 2022, the Kaduna government sacked over 2,000 school teachers in the state for failing a competency test.

NAN reports that Hauwa Mohammed, spokesperson of the Kaduna state Universal Basic Education Board (KADSUBEB), announced the development in a statement on Wednesday.

The Minister of Information and Culture, Alhaji Lai Mohammed has described the claim that he said the Independent National Electoral Commission, INEC deliberately withheld the real-time of presidential election results from polling units as absolute falsehood.

“It is irresponsible and reckless,” the minister said on Wednesday in Washington DC, the United States of America.

Mohammed said the report published in some online platforms was a deliberate falsehood, twisted to serve selfish interests.

“This is irresponsible and reckless journalism .

“The truth of the matter is that, one of the major problems in the polity today, is a section of the media.

“These are people who cannot just belief that the Labour Party or the opposition did not win the election.

“They convinced themselves that the All Progressives Congress (APC) will loose the election.


“As a result of this there is nothing you want to say or do, they will find a way to twist it and make it what they want it to look like,” he said.

The minister said his statement was unambiguous and it was wrong for any media platform to have twisted it, to serve its own interest.


“What I said was that, during the election, there was a technical glitch and as a result of this and for INEC to protect the data, it suspended ing of the results.

“INEC immediately set up a technical team to look into what went wrong and simultaneously floated another platform,” he said.

Mohammed added: “They inserted the word “deliberately” and omitted the phrase that it was in order to protect the sanctity of the data.

“They make it to look like INEC deliberately refused to the results’.

Mohammed reiterated that the publication was a most irresponsible way to practice journalism.

Rivers Governor Nyesom Wike has promised the State will any candidate unanimously presented by the national leadership of the All Progressives Congress (APC) for Speakership of the 10th House of Representatives.

The Governor however insisted that persons to be nominated as principal officers must be individuals with the requisite experience to steer the affairs of the legislature.

Wike spoke on Monday when the Deputy Speaker of the House of Representatives, Ahmed Idris Wase, led a delegation of other lawmakers to visit him in Government House, Port Harcourt.

He explained that the Peoples Democratic Party (PDP) won 11 out of the 13 federal constituencies in the State, insisting that the lawmakers-elect would back whoever the national leadership of the ruling APC would present as their sole candidate for the Speaker of the House of Representatives.

He said: “The way we are now, the truth must be told that we are going to the leadership of your party at the national level. I am not going to anybody that is coming from anywhere.”

The Governor said only those with requisite experience and capacity to stabilise the country should be presented as principal officers of the 10th House of Representatives.

“You (Wase) are an experienced person. What we require now is experience as far as legislature is concern. Experience will stabilise the House. So you don’t require a green horn,” he said.

Wike, in a statement signed by his Special Assistant, Media, Kelvin Ebiri, maintained that he remained grateful to the APC Governors and other leaders of the party for zoning the party’s presidential ticket to the south.

According to him, by the decision, the APC leaders have demonstrated their firm belief in inclusivity of every section of Nigeria in the scheme of things.

He said: “I thank your party for coming out openly to say power has to rotate. Everybody now knows that whoever finishes for eight years, it goes to another area and that will be inclusiveness, it will bring unity. That is what will stabilise this country.”

The Rivers Governor insisted that the decision of the APC to zone the presidency to the South was in sync with the fundamental objectives of the PDP G-5 governors, who stood for equity, fairness and justice.

The Olofa of Offa, Oba Mufutau Gbadamosi Esuwoye II, has reacted to the leaked audio of the conversation between the presidential candidate of Labour Party (LP), Peter Obi, and Bishop David Oyedepo of Living Faith Church Worldwide, aka Winners Chapel.

In the conversation, Obi was heard begging Oyedepo to help him get votes from Christians in South-West and Kwara State.

He also said he had visited the Olofa, whom he claimed told him that presidential candidates had never visited him.

Oyedepo hails from Omu Aran, Irepodun local government area of Kwara State which shares boundary with Offa.

Obi had told Oyedepo when asked about his chances in the East generally and the Middle Belt that “East is okay, Middle Belt is okay, but places like Kogi, Kwara and Niger are worrisome.

“I went to Kwara and visited Olofa of Offa who told me that nobody had ever come here, with you no problem but the Christian community in Kwara and Niger, and I am also working in Kogi same way”.

But speaking on the issue which has attracted nationwide outrage, Olofa said his name was “wrongly associated with the political mudslinging and intrigues”.

Following the expiration of a 72-hour ultimatum given to the famous singer, Habeeb Okikiola, commonly called Portable, to turn himself in, the Ogun State police command has arrested the singer for refusing to honour the invitation.

Early on Tuesday, two videos of the musician raining curses and rough-handling some men of the Nigeria police surfaced on the internet.

Displeased by the conduct of Mr Okikiola toward the officers, the police gave a 72-hour ultimatum to the singer, a request that should elapse today, Friday.

The police who condemned the singer’s actions also threatened to prosecute him.

In the two videos, Portable claimed that an internet fraudster had brought the police to his bar to arrest staff “for no reason.”

But the police noted that it acted on a petition.

When ed over the phone on Friday, the Ogun State Police Public Relations Officer, Abimbola Oyeyemi, confirmed that the singer has been arrested and currently cooling his feet at the state headquarters of the police in Eleweran, Abeokuta.

Mr Oyeyemi further said the Zazu crooner was arrested after refusing five invitations.

THE Federal Government has approved free internet services worth N24.2 billion naira at 20 selected airports, 43 universities and six markets across the country.

The Minister of Communications and Digital Economy Isa Pantami, disclosed this after the Federal Executive Council (FEC) meeting chaired by President Muhammadu Buhari on Wednesday, March 29.

Pantami said that the airports were selected from the six geo-political zones.

“Certain intervention projects are going to be implemented by the Federal Government of Nigeria through the Nigerian Communications Commission of providing Internet in 20 selected airports in Nigeria and higher institutions of learning and also some markets to micro small and medium enterprises.

“In each geopolitical zone, you have around three airports. In the South-West, we have Lagos and Ondo. For the South-East, we have Anambra and Enugu.

“For the South-South, we have Port Harcourt and Akwa Ibom. For the North-Central we have Abuja and Ilorin. In the North-West, we have Kano, Sokoto and Kebbi. For the North-East we have Yola, Maiduguri and Gombe.”


The minister said the markets and 43 institutions which include universities and polytechnics were also drawn from the six geopolitical zones, adding that it will ease e-learning in schools and also enhance the transition to a cashless economy.

The ICIR gathered that in October 2022, the FEC approved the first phase of the project, providing unlimited internet in 17 universities and one college of education.

Speaking further, Pantami noted said, “This is the second phase of the project. And in the first memo approved today, we have 20 airports, both domestic and international.

“And in addition, we also have 43 institutions of learning. So in total, 63 institutions are going to benefit and the price for this is N18.95bn.

“The second memo is for the provision of broadband to selected markets. Six markets are going to benefit from this and the price is N5.25 billion.”

The Presidential candidate of the Peoples Democratic Party (PDP), Atiku Abubakar, has praised British envoy, Ben Llewellyn-Jones, for naming the Director New Media of the Bola Tinubu Campaign Organisation, Femi Fani-Kayode, among those making inciting comments.

In a statement on Sunday, the Special Assistant on Public Communication to Atiku Abubakar, Phrank Shaibu, said the Department of State Services (DSS) ought to invite Fani-Kayode as his rhetoric could set the country on fire.

Shaibu maintained that Fani-Kayode’s claim that he would make Nigeria ungovernable if Tinubu is not inaugurated as President on May 29, 2023, was infuriating and is deserving of the attention of the Department of State Services (DSS).

Atiku’s aide, however, noted that the UK Deputy High Commissioner deserves special commendation for pointing out that Fani-Kayode had been making inciting comments and ought to have been cautioned by Tinubu, his boss.

“We acknowledge as timely the statement of the DSS call on politicians not to overheat the polity. But call on the security agency to arrest Fani-Kayode for not heeding the counsel of the DSS when he threatened make Nigeria ungovernable.

The DSS rightly invited Fani-Kayode after he made false claims about Atiku planning a coup back in January and asked him to report daily. But for some reason, he has continued unhinged to spew hate. Recently, he even justified the attacks and the profiling of the Igbo in the recently concluded governorship election in Lagos State. He has also threatened to make the country ungovernable if Tinubu is not sworn in.

“I think it’s a good time to remind the DSS that Femi Fani-Kayode has returned to his old ways. Now, he is threatening fire and brimstone over a most contentious election, which Nigerians have refused to endorse or celebrate one full month after the collective disenfranchisement of the electorate.

Fani-Kayode is threatening that he and some other desperados will make Nigeria ungovernable if Tinubu is not inaugurated on May 29, 2023. It is time to take in Fani-Kayode so he doesn’t inflame any further, the already combustible national angst.”

Shaibu alleged that the Nigeria Police Force had continued to give Fani-Kayode cover and had been used many times to intimidate people as stated by his staff.

He wondered why, despite an order of the Inspector-General of Police that only those holding political offices should move with police escorts, Fani-Kayode had continued to move with heavy security like a governor.

Atiku’s aide said, “Although Nigeria is grossly under-policed, over 40 percent of its police is attached to VIPs and unauthorised persons. With between 350,000 and 370,000 personnel for a population of 200 million, it cannot meet the United Nations recommendation of 340:100,000 police-to-citizen ratio, rendering it grossly ineffective in fighting crime.

“Yet, Fani-Kayode, who has not held any political office since 2007 when he was Aviation Minister, moves with a siren-blaring convoy. He should immediately be stripped of those security aides, uniformed or otherwise. He only uses the security to sustain that delusion of self-importance. He is posturing with state owned security personnel – that is not even enough for the rest of us.

“The likes of former Vice-President Namadi Sambo, former Head of State, Yakubu Gowon, ex-Presidents Goodluck Jonathan and Olusegun Obasanjo do not enjoy the number of security details FFK has around him and honestly, this is what fuels his feeling of self importance.”

Atiku’s aide added, “Fani-Kayode’s reputation for his volatile and erratic behaviour is legendary. This was a man who publicly threatened a journalist for asking an innocent question. The Nigeria Union of Journalists rightly blacklisted the cantankerous former minister.”

Shaibu called on Nigerians not to take Fani-Kayode seriously.

Brazilian football legend Ronaldinho has faulted the decision of former Nigerian captain, Jay-Jay Okocha to have ed Bolton Wanderers in the English Premier League.

Ronaldinho, who was Okocha’s teammate at Paris Saint-Germain, thinks the move to England restrained the full potential of Okocha.

Ronaldinho, who was full of praise for Jay-Jay, said, “Jay Jay Okocha, wow!! That man made football listen to him. At training, we would watch him doing a freestyle; whatever he wanted to do, the ball would do it. But his problem is that he was too keen to move to England.”

Ronaldinho was close to moving to Manchester United but opted out of the deal to Spanish giants, Barcelona.

According to Ronaldinho, Okocha would have been better off moving to Spain or Italy, where skilled players like him are highly valued.

Ronaldinho said: “In La Liga or Serie A, he would definitely get a chance to play for a big team because they love skilled players over there. In England, you stand no chance of playing for a big team if you’re that skilled. They think it’s not necessary.”

Okocha spent four years at PSG before moving to Bolton in 2002.

The midfield maestrro made 84 appearances for the French side, scoring 12 goals. At Bolton, he made 124 appearances and helped the team qualify for European football for the first time.

Okocha had in an interview with talkSPORT in 2021 itted himself that his move to Bolton was poorly thought out.

He said, “I will say that it’s obvious that I didn’t really do my research before g for Bolton. As a football person, football comes first, not the city, not the lifestyle, but one thing that’s clear is that the training ground was different, the attitude towards the games was different.”

Despite knocks for his move to England, Okocha is still widely regarded as the most talented football player to come out of Africa.

PRESS RELEASE

The Abia State Chapter of Peoples Democratic Party (PDP) wishes to express her disappointment and consternation with the decision of the Independent National Electoral Commission INEC Nigeria to review the collation of Obingwa LGA result which has already ed through unit, ward and Local government collation processes, ostensibly because INEC “office in Obingwa Local Government Area was invaded by thugs yesterday Sunday 19th, March 2023 and our officials held hostage in relation to the collation of results from the Local Government Area”, according to a statement credited to Barr Festus Okoye.

It is important to note the following:

1. There were also reports of INEC officials allegedly being held hostage in Ohafia LGA, Umuahia South and Umuahia North, yet INEC accepted results from those LGAs.

2. It is on record that Obingwa is the only LGA where polling agents insisted on full compliance with the INEC’s stated guideline of announcement of results at unit, and collation at wards so that polling agents can have copies prior to submission to State collation office.

3. We are not aware of any report by security agencies in the state, including Nigerian Police Force if the Department of State Services (DSS), indicating violence in Obingwa LGA before, during and after the election of March 18th, 2023.

4. Our party, and indeed others, have seriously complained about results that were changed at INEC office Umuahia, contrary to INEC procedures, with particular reference to Unuahia North, Umuahia South, Osisioma, Aba North, Aba South and Arochukwu without any action taken by INEC.

5. We suspect strongly that this so called review is another grand design to subvert the 2022 electoral guidelines, as published by INEC in our state given that in the case of Presidential elections, PDP and other parties made similar calls for review without acceptance by INEC that simply asked them to “go to court”.

We therefore call on INEC to immediately accept and announce Obingwa LGA result as collated from units through the wards, using the same guideline and rules they applied during 2023 presidential election.

Lawan Musa, a 35-year-old candidate of the Peoples Democratic Party has unseated the Speaker Yobe State House of Assembly, Honourable Ahmed Lawan Mirwa of the All Progressives Congress (APC) at the just concluded 2023 State House of Assembly election in Yobe state.

The Returning Officer, Dr. Habib Muhammad, who announced the result at Nguru on Saturday said, Lawan Musa of the PDP scored 6,648 votes to defeat the sitting Speaker of the House of Assembly, Ahmed Lawan Mirwa of APC who scored 6,466 votes.

Channels Television learnt that the Speaker Mirwa who represents Nguru II constituency has been in the State House of Assembly for about two decades.

If Mirwa had won, this would have been his sixth term in office, however, that dream has now been stopped by the 35-year-old Lawan Musa.

Gov. Abiodun wins polling unit

Ogun State Governor, Dapo Abiodun has won his Ita-Osanyin Polling Unit in the governorship election.

According to the governorship election result declared by INEC, APC scored 147; PDP: 142; ADP: 1 while ADC scored 2.

CONDUCT OF SUPPLEMENTARY ELECTIONS

The attention of the Independent National Electoral Commission (INEC) drawn to a news report that conveyed the impression that the Commission intends to conduct supplementary elections arising from the Presidential and National Assembly elections together with the Governorship and State Assembly elections that will take place on Saturday 18 March 2023.

This is not correct.

The Commission has not scheduled the conduct of supplementary elections arising from the Presidential and National Assembly elections. For clarity, the supplementary elections will take place on a date to be announced by the Commission immediately after the Governorship and State Assembly elections.

However, this should not be confused with the two National Assembly elections earlier suspended by the Commission and rescheduled to hold along with the Governorship and State Assembly elections. First is the Enugu East Senatorial District election which was countermanded to allow the Labour Party conduct a fresh primary election to replace its deceased candidate in line with the provision of Section 34(1) of the Electoral Act 2022.

The second is the Esan Central/Esan West/lgueben Federal Constituency of Edo State following issues with the ballot paper for the election.

These are not supplementary but main elections that could not be held earlier.

The public is advised to disregard any report alluding to the conduct of supplementary elections alongside the Governorship and State Assembly elections tomorrow Saturday 18th March 2023.

The Nigeria Labour Congress (NLC) has suspended its strike in Imo state.

A statement signed by the NLC President Joe Ajaero directed workers in the state return to work after two-day stand-off with the state government over non- payment of arrears of salaries and pensions and alleged interference in the election of the state officers of the congress.

In the statement, Ajaero said NLC took the decision to suspend the strike due to the interventions of several eminent personalities as well as the need avoid disruption of the Saturday’s State Assembly election in Imo state.

He said: The suspension of the strike is expected to last two weeks during which the state government and its agencies are expected to meet the demands of the workers in the state”.

Ajaero said that failure to utilise the window offered by the suspension of the strike will lead to the resumption of the suspended strike with “more ferocity.”

NLC had said it embarked on the industrial action on Wednesday in Imo state to protest non- payment 20 months’ salary arrears to its .

It also said the action was in response to the use of instruments of state by the state government to terrorise workers.

The labour movement further said that the state-wide strike was prompted by the brigandage of the state government in conjunction with security agencies against workers in the state who assembled peacefully on Tuesday to conduct the State Delegates Conference of the Congress.

Godwin Emefiele, governor of the Central Bank of Nigeria (CBN), has described as “false and malicious” reports that he was plotting against Bola Tinubu, the president-elect.

He was said to be plotting with a “billionaire retired general” from the north and provided funds to Gbadebo Rhodes-Vivor, the governorship candidate of the Labour Party in Lagos state, to enable him defeat Babajide Sanwo-Olu, the incumbent.

But in a statement issued on Monday, Isa Abdulmumin, CBN’s acting director of corporate communications, said Emefiele “does not take part in politics”.

“The attention of the Central Bank of Nigeria (CBN) has been drawn to a story alleging that the Governor, Mr Godwin Emefiele has launched a ‘fresh plot against President-elect’. The aforementioned story went further to allege that the Governor has made certain amount of money available to a political aspirant ahead of March 18, 2023 gubernatorial poll,” Abdulmumin said.

“We wish to inform of the public that this story is completely false and malicious as the Governor does not know and has never met or even spoke with Mr Gbadebo Rhodes Vivour either in person or through proxy.

“We wish to reiterate that the CBN Governor does not take part in Politics and therefore urge anyone with contrary information to prove the Governor wrong should provide such facts.

“As such the Governor and team at the CBN should be allowed to focus on their assigned job with a view to achieving statutory mandates of the Bank.”

The crisis in the Taraba State chapter of the All Progressives Congress has taken a worsening dimension with the suspension of its governorship candidate, Senator Emmanuel Bwacha, over alleged anti-party activities about one week to the governorship election.

Consequently, the party directed him to “suspend the related illegal activities (campaign) and appear before the fact-findings committee on March 13 2023 to defend the allegations raised against him in a petition or face heavy consequences.

Several calls and SMS to Bwacha for response were not replied.

His suspension which was contained in a letter dated March 8 and signed by all the Mararaba, Donga Local Government ward executives of the APC, was obtained by our correspondent on Sunday.

The decision came on the heels of another contentious Federal High Court judgment which ordered the independent National Electoral Commission to recognize Bwacha as the governorship candidate of APC in Taraba State.

The PUNCH reports that Bwacha was sacked by the Supreme Court on the grounds that the party did not conduct a valid primary.

Bwacha went ahead to conduct primaries allegedly boycotted by other aspirants.

The suspension letter reads, “The Ward Executives of APC in Mararraba Ward, are in receipt of a petition dated February 22 2023 bordering on series of complaints levied against you (Sen. Emmanuel Bwacha) on various acts of indiscipline, misconduct, and for all intent and purposes pursuant to Article 21 of the APC constitution as follows:

(1.) Complaints on various acts of indiscipline, misconduct and insubordination of (sic) the chairman of APC Donga Local Government, Hon. Habu Abdul Rahman as per the judgment of the Federal High Court in Suit No. FHC/CS/13/2022.

(2.) Disobedience to the Supreme Court judgment delivered in the case of CHIEF David Sabo Kente Vs Sen. Emmanuel Bwacha on February 1 2023, and infraction on the Electoral Act 2022 and Article 21(ix) of the APC constitution 2022.

(3.) Other infamous conducts capable of bringing the party into hatred, ridicule and disrepute, contrary to Article 21 (ii) of the party’s constitution.

“The party is dissatisfied with your erring conducts; disobedience to the Supreme Court judgment, infraction on the Electoral Act, and infamous conducts capable of bringing the party into hatred, ridicule and disrepute.

The suspension letter stated that consequently, the executives of the party in Mararraba ward had constituted and inaugurated a seven-man fact-finding and disciplinary committee to investigate the issues raised in the petition, make recommendations and report back within 14 days.

Bwacha was onished to appear before the disciplinary committee unfailingly to be accorded fair hearing.

“Meanwhile, in the interim the party hereby suspends you (Emmanuel Bwacha).

“You are hereby directed to suspend the related illegal activities (campaign) and appear before the fact-findings committee on March 13 2023 to defend yourself against the petition. Take note that failure to appear before the will attract heavy consequences. All of the party, relevant authorities and INEC are notified.”
