Those SIM cards can be adhoc type or permanent type depending on what GSM operators prefers.

That is, if their work visa/residency document is valid for 3 years, the SIM card will be valid in the ed name for period of documents and will need to present a valid or renewed visa, port to the GSM companies who will capture the biodata as appropriate.if they intend to renew ownership of the number after expiration.
