What people failed to realize is that once the RUGA is established(which can be dominated by indigenes of the state) the following will start taking effect

1. Fulani will no more have monopoly on cattle rearing cos you can’t establish a federal project in my state and import foreigners.


2. The states can effectively ban open grazing with the of the FG to protect the local RUGA. Then Fulani would stop moving around and killing innocent people.


Instead of state governor to negotiate that they will be the one to give license to the RUGA settlers and in the process of granting license, they deny the Fulani license to the RUGA and they rather grant it to their citizens and have the Fulani as tenants that can be evicted anytime. Then they can enact anti open grazing laws.
