I think your eligibility has not started as at the time you ordered the note. Same might have started now though.
Did you go through NSE (MBS and IELTS) and has your eligibility started on your profile?

Thanks for your prompt response. I submitted IELTS but I have paid all my tuition fees while the for upkeep is a US dollar hence no MBS. Eligibility status has been in progress since May.
