Notwithstanding that California blocked access to water and refused to clear undergrowth in forests.
When fires broke out the reservoirs and hydrants didn't have water or rather enough of it.
Still after the fire the affected residents were told to wait for some time - weeks or months before being allowed to clear the debris left.
Trump ordered they be allowed to do that immediately I don't know whether they can start rebuilding immediately because a consultant needs to be hired to oversee the rebuilding.
