Any amount of scholarship is enough to qualify you for Category A (100€ and above). But it has to be a public scholarship from the government. Although you can use a private scholarship and try your luck. I know a few who used a private scholarship and are in today.
Sometimes I feel like it doesn’t really matter if it’s public or private. They might just say PUBLIC because it’s hard to get one especially for bachelors students. Well sha, just get the scholarship.

There is just one solution to this dichotomy problem and our fg is so backward thinking that they can't generate the balls to do it.

The solution simply lies in converting all the polytechnics to university of applied sciences. That was what German did to solve that problem when they had this same issue. Same with the uk whose educational model we copied to create polytechnics in d ist place. Anglia Ruskin university was formerly Anglia Ruskin polytechnic.

They should turn them all to uni of applied sciences running 4 years degree programs equipping students with effective practical skills for the world of work with an industry focused syllabus. That's what all forward thinking countries av done to move away from polytechnics.
