Chris Ngige, Minister of Labour and Employment, says Nigerians should be clapping President Muhammadu Buhari every day for making the country work and thanking those of them who made his presidency happen.

He spoke with journalists in Onitsha, Anambra State, on Sunday, where he gave a list of reasons Nigerians should appreciate the economic improvements the country has recorded under the watch of his principal.

Noting that with “any other person handling this situation — economy, security, it would have been worse”, the minister stated that “we came in and oil nosedived to 37 dollars a barrel with a production of 600,000 per day, a drop from 2.2 million and yet we managed the economy out of recession”.

He continued: “Nigerians should be clapping for us [sic] on a daily basis, and after thanking God, they should thank us. Yes, because God has used Buhari and some of us to make Nigeria work.”

Listing other achievements of the present istration, he said: “We’ve encouraged people and said there is dignity in labour with the hand. Today, we are second to America in world production of sorghum; today, we are importing about four per cent of the rice needs of the country.

“Prior to that, this country was spending $5m daily on rice and about $1.8b annually on rice importation. And you don’t want to clap for us!”

He went on to describe those “complaining against the Buhari government” as “loafers looking for appointments and air-conditioned jobs”.

ed the Independent National Electoral Council (INEC) centres across the nation in a last-minute attempt to participate in the Continuous Voter Registration (CVR) Exercise, investigation by SaharaReporters revealed the attempts by unscrupulous individuals to take advantage of the situation by engaging in corrupt practices.


"You can't today. Once they're done with these people, they'll close for today. It will be very difficult for you to get it now because those ones there (pointing at the residents on the queue) are already numbered. But I can do it for you, only if you will pay me.”

The above were the words of ‘Emir’, as he was referred to. He was a dark, tall, pot-bellied fellow.

It was a bright Friday morning. The day was August 31, 2018. It was the last day for eligible voters to participate in the Continuous Voter Registration (CVR) exercise. As at 10:15am, when SaharaReporters visited one of the Lagos registration centres located at Alaba Primary School, Mushin, the venue was already peopled by crowds who were in a rush to .

Interestingly, some of the residents claimed they got to the centre as early as 2am, and at 12noon, the queue only seemed to get longer. It was also observed that only a few people could go in unhindered.

It turned out that one could get out of the scorching sun by simply ‘bribing’ one of the ‘guys’ around. And that was how ‘Emir’ came into the picture.

Bribing ‘Emir’ to

"You can't today. Once they're done with these people, they'll close for today. It will be very difficult for you to get it now because those one there (pointing at the queuing residents) are already numbered," Emir, a dark tall pot-bellied man, who would later offer to help, told this reporter.

"But I can do it for you, only if you will pay me," he said, exuding the confidence of one who was sure of getting it done.

He continued: "Ask those I've done it for here. You can see people are trying to lobby with me. Those who I've done it for introduced them to me."

And he didn’t lie about his trade. He was surrounded by residents as they lobbied to get his attention.

"How much do I have to pay to ?" the reporter inquired.

"It's just N2,000 and you'll get your PVC. I will buy card, call you at a certain time to come and collect it."

"What if I come on Monday, will I meet you here?"

"I am ever here. Ask anybody. My name is Emir," he replied with a dauntless smile.

When asked if he had an number so that, the N2,000 could be transferred, he said: "thieves don't have number."

All efforts to get the INEC officials at the centre to confirm if they were aware of Emir’s ‘trade’ proved abortive, as people who weren’t staff or from Emir’s list were allowed into the registration office.

'I'm tired, I've been here since 5am'

At 1:45pm, when SaharaReporters visited another registration centre at Apapa Local Council Development Area, Ijora-Badia, there were hordes of frustrated Nigerians who said they had come to the venue long before dawn.

“I'm tired, I've been here since 5am," a resident who preferred not to be named told SaharaReporters.

At first sight, there were many young girls at the entrance who sat down, looking very tired. When approached to know what was going on, a woman shouted out: “Young man, you better remove your eye glasses to see clearly. You can't now or even today. Even those of us who have been here since morning have no faith of getting it. We are just waiting.”

From afar, another fair, thin lady replied: "He can get it if he knows his way. I even know somebody who impersonated another person and entered inside the centre."

SaharaReporters observed that Emir’s trade also flourished at the centre. It was very hard to access the room where the registration was going on, not even as a reporter.

When a security man in faded brown vigilante uniform was approached on how to make the process faster, he said: "It's too late. If you had come earlier, I would have offered any help but for now, my hands are tied.”

In Ibadan, 160 people were already waiting to at 5am

SaharaReporters obtained a short video, which revealed how residents of Ibadan, Oyo State arrived at an INEC registration centre as early as 4am to their presence.

A resident who shared a video with this reporter said he arrived at the registration centre around 5am and yet, he met more than 160 people who had ed their names before his arrival.

Another citizen, who simply identified himself as Akin, also revealed to this reporter that there were cases of people paying to hasten up the registration, stating: “You know that's the mentality of Nigerians; you use what you have to get what you want.”


In Niger State, at 2:52pm, residents who arrived at 6:30am had not ed

SaharaReporters authoritatively gathered that, hundreds of the PVC seekers were stranded outside the gate of the INEC office in Suleja, Niger State.

The registration was sluggish due to the fact that the INEC office, Suleja, only has one functioning computer for the registration exercise.

SaharaReporters arrived the Suleja INEC office at exactly 2:52pm, and at that time, PVC seekers who arrived the office as early as 6:30am were still outside the gate. The normal procedure of itting people into the building was by calling out names of those who had the opportunity of writing their names before 9am.

However, on that day, a lot of people who had written their names the day before were yet to be ed, and that caused delay in the registration process.

The people complained of being unfairly treated as they claimed some people whose names were not on the list were being allowed into the compound.

"If only I have a car and 'Agbada', I would have been done with this registration, I would only need to sound my horn and I would be allowed in," a young man said.

Another man was seen complaining bitterly to one of the policemen outside the office, saying: "That lady in there met us here!"

The policeman, however, replied, saying: "I don't know who allowed her in and I can't ask because it could be my superior."

Voter registration should be free, says INEC

Meanwhile, while speaking on a television programme on Monday, Solomon Soyebi, the National Commissioner, INEC Voter Education and Publicity, acknowledged that the commission had received complaints of demand and payment of bribes from some states of the federation, noting that investigation was ongoing.

"We got complaints from three states; we are investigating the cases The outcome of the investigation is not yet out. But what we did was to make sure to take preventative measures over this. It is supposed to be free," he said.

“The people themselves should not even give, it's for free. In a chaotic situation like that, it's very [easy] to extort. It’s not just that alone, you'll see somebody who came very late and wants to be the first.”

Police officers have been taken into custody, following the shooting of a student in Iwo, Osun State, on Thursday.

Abayomi Shogunle, Assistant Commissioner of Police and Head of the Police Public Complaints Rapid Response Unit (PCRRU), made this known on Friday via his Twitter handle.

The student, Tunde Omologo, was shot at Ajangbala Eleha at Iwo yesterday. It is still unclear what led to the shooting.

According to the PCRRU. the Osun Commisioner of Police held a meeting with relatives and the community earlier on Friday.

According to Shogunle, who condemned the shooting, two police officers are in custody, and investigations are ongoing.

A tweet read: "No justification for the shooting that led to the death of Tunde Omologo at Iwo. In addition to @PoliceNG_PCRRU actions #PCRRU202284, I have also ed Commissioner of Police, Osun State, 2 officers taken into custody. Be assured, @PoliceNG will ensure justice. #NoToImpunity"

A senator, Godswill Akpabio, has denied saying that he regretted helping Udom Emmanuel to become Akwa Ibom governor in 2015.


Mr Akpabio represents Akwa Ibom North West District in the Senate.

A news report published by the Punch newspaper said Mr Akpabio, a former governor of the state, apologised on Sunday to a crowd of ers at Ikot Ekpene for his role in Mr Emmanuel’s victory at the poll.

The paper quoted Mr Akpabio to have said: “Udom (Emmanuel) is a mistake that must be corrected in 2019”.

A former senator from the state, Anietie Okon, during a political rally on Monday in the governor’s own local government area, Onna, reportedly cited the remarks attributed to Mr Akpabio and allegedly hit back at the senator.


But Mr Akpabio immediately issued a statement on Monday, refuting the media report and also countering Mr Okon.

“The attention of His Excellency, Senator Godswill Akpabio, CON, has been drawn to a speech by Senator Anietie Okon at a purported mega rally at Onna, the home Local Government Area of Governor Udom Emmanuel, insinuating that Senator Akpabio said that Udom Emmanuel was a mistake in 2015.


“We state categorically that such assertion never came from Senator Akpabio,” the senator said in the statement from his media aide, Anietie Ekong.


The statement said Mr Akpabio knows that power comes from God and, therefore, could not have said it was a mistake for God to make Mr Emmanuel governor of the state.

“Senator Akpabio is now an APC chieftain, hence the likes of Senator Okon should concentrate their energy on marketing their party – the PDP instead of continually using falsehood to drive a wedge between Governor Udom Emmanuel and his predecessor.

“For 2019, God shall decide the fate of our nation and individuals according to his will,” the senator said.


When TIMES ed the senator’s media aide, Mr Ekong, he insisted, “If you watch the video of the event in Ikot Ekpene, there is no place you will hear the senator talk about regrets, mistake and all that”.

He said the senator was not properly quoted in the media report.

Political tension has heightened in Akwa Ibom since Mr Akpabio defected from the Peoples Democratic Party (PDP) to the All Progressives Congress (APC) on August 8.

He had resigned his position as the Senate minority leader before the defection.


His defection, which has attracted huge celebration from the APC and ers in the state, is seen as a major threat to Governor Emmanuel’s 2019 re-election bid.

Although disliked by some people because of his ruthless brand of politics, Mr Akpabio is widely respected as one of the most influential politicians in Akwa Ibom and Nigeria’s South-south region.

He handpicked Udom Emmanuel, a former executive director in Zenith Bank, appointed him Secretary to the State Government (SSG), groomed, and later helped him become governor of Akwa Ibom in 2015, despite opposition within his party, the PDP.


He is also responsible for the election and the appointment of several people in the state into public offices.

Mr Emmanuel, in a veiled attack against Mr Akpabio, during the Monday political rally in Onna, said only one senator – Bassey Albert – was “speaking for the whole of Akwa Ibom State” for now in the Senate.

The Department of State Services has announced the appointment of Mr. Nnochirionye Afunanya as its spokesperson.

The appointment was contained in a statement issued by the Public Relations Department of the agency in Abuja on Thursday.

Acting Director General of the agency, Mr. Matthew Seiyefa, had at his maiden press briefing at the national headquarters of the organisation in Abuja on Thursday, promised that he would appoint a spokesperson for the agency.

Throughout the more than three years that the sacked DG of the agency, Mr. Lawal Daura was at its realm of affairs, the DSS did not have any known spokesperson.

Mr. Tony Opuiyo, whose name always appeared in statements from the agency under Daura, is believed to be a pseudo name.

Afunanya, according to the statement that announced his appointment, obtained MA in English (2009), from the University of Uyo and another MA in Peace and Strategic Studies (2011), from the University of Ilorin. He is said to be currently pursuing a Ph.D in Security and Strategic Studies at the Nasarawa State University, Keffi.

The statement said, “He has attended several courses within and outside Nigeria namely: Innovation and Strategy at Harvard University, Boston, USA; Security Management and Coordination, London and Investigative Journalism at City University, London.

“Other courses he has attended are on Leadership, Arbitration, Conflict Management/Resolution, Negotiation and Public Communication among others. He is the Editor-in-Chief of the DSS’ in-house Magazine, The Triple S.”

The new spokesman is a member of Nigerian Institute of Chartered Arbitrators,Nigerian Red Cross, Nigerian Institute of Management, Nigerian Institute for Industrial Security, Society for Peace Scholars and Practice, American Society for Industrial Security, and he is a fellow of the Institute of Corporate istration.

Contrary to the claim by the Nigerian government through the Information Minister Lai Mohammed, the government paida “large ransom” to free scores of female students kidnapped by the Boko Haram from their school in Dapchi, Yobe State, earlier this year, the United Nations has said.


Over 100 girls were kidnapped from the Dapchi school by a Boko Haram faction in February this year with about 105 of them later released by the terrorists. One of them, Leah Sharibu, who reportedly refused to denounce her Christian faith, is still with the abductors.

Following the release of the girls, about a month after they were kidnapped, Mr Mohammed told journalists that it was not true ransom was paid for their release.

‘’It is not true that we paid ransom for the release of the Dapchi girls, neither was there a prisoner swap to secure their release,” Mr. Mohammed told journalists in Maiduguri with his statement circulated by his office to media organisations including TIMES.


“What happened was that the abduction itself was a breach of the ceasefire talks between the insurgents and the government; hence it became a moral burden on the abductors. Any report that we paid ransom or engaged in prisoner swap is false.”

A UN report has now shown Mr Mohammed’s claim to be false.

The report recently submitted to the UN Security Council on Boko Haram and related terrorist organisations, said such ransom and the predominance of cash economy was providing oxygen for the insurgency around the Lake Chad region.


The UN report is titled “22nd Report of the Analytical and Sanctions Monitoring Team”, related to Resolution 2368 (2017) regarding “Islamic State in Iraq and the Levant – ISIL – (Da’esh), Al-Qaida and associated individuals and entities.”


“In Nigeria, 111 schoolgirls from the town of Dapchi were kidnapped on 18 February 2018 and released by ISWAP on 21 March 2018 in exchange for a large ransom payment,” the report stated.

The UN report negating the Nigerian government’s stance reflects the manner of propaganda the Nigerian government and its military have been using to fight the war against Boko Haram.


TIMES has reported how the Nigerian military has repeatedly lied about military casualty in the war and, along with the government, had claimed the Boko Haram had been defeated.

The government’s stance appears to be that suppressing information, or as in this case lying about it, would reduce the efficacy of the insurgents and thus limit their ability to carry out their terrorist acts.

The Dapchi girl’s ransom would not be the first by the Nigerian government to free victims held by Boko Haram. Huge ransom was also paid by the Buhari istration to free many of released Chibok girls kidnapped in 2014, senators including the leader of ruling party in the Senate, Ahmed Lawan, said. Although the move is largely welcomed by many Nigerians as it ensures freedom for the victims, experts fear it has helped fuel the insurgency by ensuring the Boko Haram has access to funds to buy more weapons and sustain themselves; a stance shared in the UN report.


OTHER SOURCES OF FUNDING
Apart from ransom, the UN also listed other ways the Boko Haram are being funded.

“…extortion, charitable donations, smuggling, remittances and kidnapping as parts of ways Boko Haram is funded,” the report stated as quoted by the News Agency of Nigeria.

The report also stated how some “doctrinally based non-governmental organisations” were funding Boko Haram and other terror groups.”

“The number of doctrinally based non-governmental organisations sending funds to local terrorist groups was growing, and Member States were concerned that radicalisation was increasing the threat level in the Sahel.


“Meanwhile, Boko Haram (QDe.138) and the Islamic State West Africa Province (ISWAP) have had a similar impact in their areas of control, including the Lake Chad basin.

“The predominance in the region of the cash economy, without controls, is conducive to terrorist groups funded by extortion, charitable donations, smuggling, remittances and kidnapping.”

According to NAN, “the report was signed by Edmund Fitton-Brown, Coordinator, Analytical and Sanctions Monitoring Team, who said the report was “comprehensive and independent”, and Kairat Umarov, Chair, Security Council Committee.

SANCTIONS ON BOKO HARAM

The UN Security Council committee on al Qaeda sanctions blacklisted and imposed sanctions on the Boko Haram in 2014 after the insurgents kidnapped more than 200 Chibok schoolgirls.

The designation, which came into effect after no objections were raised by the Security Council’s 15 , subjected Boko Haram to UN sanctions, including an arms embargo, asset freeze and travel ban.

The UN Security Council had last week said it remained concerned over the security and humanitarian situation caused by the Boko Haram terrorists and other armed groups in Nigeria, Cameroon and Chad.


In a Presidential Statement, the 15-member body regretted that Central African countries were beset by terrorist activity, instability and the effects of climate change, and asked Secretary-General Antonio Guterres to review the work of the UN Regional Office for Central Africa (UNOCA), and recommend areas for improvement.

The presidential statement read: “The Security Council strongly condemns all terrorist attacks carried out in the region, including those perpetrated by Boko Haram and the Islamic State in Iraq and the Levant (ISIL, also known as Daesh).

“These attacks have caused large-scale and devastating losses, have had a devastating humanitarian impact including through the displacement of a large number of civilians in Nigeria, Cameroon and Chad, and represent a threat to the stability and peace of West and Central Africa.


“The Council notes with particular concern the continuing use by Boko Haram of women and girls as suicide bombers, which has created an atmosphere of suspicion towards them and made them targets of harassment and stigmatisation in affected communities, and of arbitrary arrests by security forces.

“The Council emphasises the need for affected States to counter-terrorism in all its forms and manifestations, including by addressing the conditions conducive to the spread of terrorism, in accordance with obligations under international law, in particular international human rights law, international refugee law and international humanitarian law”.

The Security Council welcomed the provided by UNOCA and the UN Office for West Africa and Sahel (UNOWAS) for the development of a t regional strategy to address the root causes of the Lake Chad Basin crisis through regular with regional leaders.


The Council encouraged partners to increase security assistance to Lake Chad Basin Commission countries, and humanitarian and development across the region for those affected by Boko Haram activities.

“The Security Council remains deeply concerned at the grave security situation and related violations and abuses of human rights in parts of Central Africa, in particular the continuing terrorist activities of Boko Haram and other terrorist groups in the Lake Chad Basin,” it said.

“The Security Council expresses its ongoing concern at continued tensions linked to disputed electoral processes, social and economic difficulties, and conflicts between farmers and herders,” the statement added.


The 15-member Council noted that UNOCA’s priorities would include to work closely with UNOWAS to address trans-regional issues such as maritime security in the Gulf of Guinea, conflict between farmers and herders, and combating Boko Haram.

The Inspector General of Police (IGP) Ibrahim Idris, in compliance with a Presidential directive has ordered the immediate overhaul of the Special Anti-Robbery Squad (SARS), across the country.

A statement Tuesday by Police spokesman, acting D Jimoh Moshood said the outfit will now be known as Federal Special Anti-Robbery Squad (FSARS).


He said a new Commissioner of Police has been appointed as the overall head of the FSARS nationwide, adding that all SARS teams nationwide have been collapsed under FSARS.

Moshood said the move is also to address complaints and allegations on human rights violations against some of the personnel of Special Anti-Robbery Squad (SARS) from of the public in some parts of the Country.

He said the FSARS under the Force Criminal Intelligence and Investigations Department (FCIID) is henceforth to operate under the Department of Operations, Force Headquarters Abuja.

He added that the Commissioner of Police (FSARS) is answerable to the Inspector General of Police through the Deputy Inspector General of Police, Department of Operations.

He said in observance of full compliance with the Presidential directives, the FSARS will be intelligence driven and will be restricted to the prevention and detection of Armed Robbery, kidnapping and the apprehension of offenders linked such offences only.

He said new FSARS Commanders are being appointed for the FSARS across the country that will now exist and operate in the State and Zonal Commands under the Commissioner of Police (F-SARS) at the Force Headquarters, Abuja.

He added that a Federal SARS Commander of a Rank of Chief Superintendent of Police (CSP) but not below Superintendent of Police (SP) will be in charge of FSARS in State and Zonal Commands across the Country.

Moshood said all Commissioners of Police have been directed by the Inspector IGP to comply with this directive with immediate effect and warn their personnel not to pose as SARS operatives.

In Nigeria’s North-East region, fishing constitutes one of the major sources of income, as Lake Chad, which borders Niger, Nigeria and Cameroon, provides a thriving source for the business.

However, following insurgency in the area, fishing is fast becoming a struggle.

Activities of the Nigerian Army targeted at curbing attacks by Boko Haram have made fishing in Lake Chad a feat for only those who dare.

According to AFP, “The fishermen of Lake Chad must sail in secret, forced to evade both Boko Haram jihadists and Nigeria's military in a desperate dance that has strangled livelihoods and caused scarcity of a once-staple food.

“While in the past, boats slid across the vast waters unhindered, sustaining a vibrant fishing industry in North-Eastern Nigeria, years of bloody Boko Haram militancy has deeply scarred the region.”

Although the region is taking on a new lease of life, following return of residents to various areas, “the fishermen have become ensnared in a fresh Nigerian Army counter-insurgency operation against the jihadists in and around the lake launched in May”.

Forty-five-year-old Aminu Mohammed told AFP that there isn’t much hope of doing serious business until the end of August when the Army’s ‘Operation Last Hold’ is scheduled to round off.

"Boko Haram lurks on the lake and when they do not kill us, they take 10,000 naira ($27, 23 euros) to allow us to fish," Mohammed told AFP.

He also stated that there are threats of arrests by the military, who “have detained fishermen in the region and accused them of financing the jihadists by paying them taxes”.

Yakubu Dangombe, one of the few fishermen, described the current situation as a “disaster”.

Dangombe, who said he has 35 children and cannot afford to cater to their needs, “had two million naira of fish stuck on the road in Baga, the main fishing hub on the Nigerian side of the lake, blocked by soldiers".

A salesman, who asked not to be named, also stated that “to avoid the military, traders smuggle the fish into Maiduguri by road in bundles of 10 or 30 kilograms stashed in cars and ‘under travellers' suitcases.'”

Two years after the reopening of Baga market, traders are accusing soldiers of seizing stocks of fish transported by road, as well as collecting taxes, which, for officials of the fish sellers association, justifies the high cost of fish.

"People would like everything to be like before, but it's not so simple; you have to pay armed escorts on the road, because the situation is volatile," Mallam Baba Musa, the secretary of the Fish Producers and Marketers Association of Borno State, was quoated as saying.

However, Dangombe insisted that "whether it's the military or Boko Haram, we are stuck between a rock and a hard place".

Consequently, residents of the Borno State capital have resorted to alternative sources of protein and the reason for this is not far-fetched.

“The shortage has caused a dramatic spike in fish prices: one pile (seven or eight fish) has surged in the past three months from 4,000 to 10,000 naira," the AFp report said. "So customers have turned to other sources of protein. In a large yard where men use jerry cans to smoke tilapia and perch, there are some new additions to the menu: monitor lizards and cats.”

And this is my problem with the country, we have embraced the dirty side of manipulation, Saraki must never return to the senate. The sad thing is that, another man the deputy senate is there who is a little bit more open even though he may be corrupt but his faculty is used for thinking about how to develop the country not 419 calculations. I suspected Daura is the one initiating this based on his own intelligence but Saraki would have been informed about before Daura makes his move. And Daura moves look like it was influenced by military thinking not caring which side falls, the ultimate beneficiary is the military. I am just saying, IBB or even Danjuma may be aware about all this moves.

Senate President, Bukola Saraki, the Speaker of the House of Representative, Yakubu Dogara and other principal officers of the National Assembly are currently meeting with the officials of the Independent National Electoral Commission, INEC.

The meeting is taking place at the Senate wing.

Recall that the emergency meeting was to hold yesterday but the siege on the national assembly inhibited it.

The meeting is to essentially to deliberate on the request of approval of funds for the 2019 general elections.

Taraba State government has officially effected its ban on open grazing throughout the state.


Governor Darius Ishaku of Taraba State has, therefore, ed his counterparts in Benue and Ekiti State to officially place a ban on open grazing.

Governor Samuel Ortom on May 22, signed the anti-open grazing and anti-kidnapping, abduction, cultism and terrorism bills into law in Benue State and effected the anti-open grazing law on Wednesday, November 1, 2017.

Governors Ishaku and Ortom also close ranks against attempts by the Federal Government to establish cattle colony in both states.

Ishaku made notice of the ban while addressing a crowd at the burial of the lawmaker representing Takum I state constituency, Late Hosea Ibi who was kidnapped on December 30, 2017, and was later found dead.

Some Federal lawmakers including Senator Emmanuel Bwacha and the Speaker of the Taraba State assembly have appealed to Governor Ortom to protect the state against the alleged genocide agenda of minority tribes in the Middle Belt by suspected herdsmen.

Governor Ishaku at the burial, therefore, declared Wednesday, January 24, as the official date banning open grazing while Ortom called for synergy in protecting the Benue/Taraba corridors.
