Saheed Musiliu pictured above, was yesterday arrested with a human head he severed from a corpse buried at the back of Basic Community Primary School in Olomi area of Ibadan, Oyo State. He was apprehended by some community who noticed his suspicious movement. The police was called in to arrest him. However as he was about to be driven to the station, hoodlums blocked the road, demanding that jungle justice be meted on the suspect. A reinforcement from the police saved the day as the hoodlums destroyed the police van and also attempted to burn the van down. When interrogated, the suspect confessed to the crime, saying he was meant to deliver the human head to intending money ritualists. According to him, this is the second time he will be ing human parts. He is currently being investigated and detained at the State Criminal Investigating Department.

The apparent inability of President Muhammadu Buhari to appoint a minister to represent Kogi State in his cabinet almost a year after the demise of James Ocholi, the then minister of state for labour and employment, has intensified grumblings and disquiet amongst critical stakeholders in the state. Ocholi died in a ghastly motor accident along the Kaduna-Abuja road on March 6, 2016. Concerned stakeholders who bared their minds on the development said President Buhari’s action, which has deprived the state its right to be represented in his cabinet, was unfair, unconstitutional and condemnable. The executive director of the Centre for Human Rights and Conflict Resolution, Idris Miliki, said that for failing to appoint a minister to replace Ocholi, several months after his death, the president had violated the constitution, which he swore to uphold. He said the appointment of a minister from Kogi State was neither a favour nor privilege to the people but a constitutional requirement in line with the principle of the rule of law, which President Buhari pledged to uphold. “As a civil society person and somebody from Kogi, I am disappointed. The constitution states clearly that there shall be a minister from each state of the federation, who shall be an indigene of such state. If the law states that “there shall be,” it means it is compulsory. What does it take the president to appoint a minister from Kogi State? “This government practises impunity in the name of due process. I think it is time the APC-led government watched their istration. We are becoming disappointed with their government, both at the federal and state levels,” he said. He said the failure to appoint a minister from the state had negatively impacted on the progress and development of the people because they don’t have representation in the Federal Executive Council (FEC), where “far-reaching” decisions and policies that affect the entire country are taken. “The number one effect is that when it comes to voting, Kogi has no vote in the FEC. There are some elements of democracy at that level. If there are debates and divisions, they would vote on a particular issue. In that case, the state will have no vote since there is no representation. “Secondly, the office Ocholi occupied is vacant and has no impact whatsoever on the people. If there is a minister he would have to appoint some aides and would equally visit his people to know their problems, with a view to making case for them. “When Ocholi was alive, he used to tour all the places in the state to meet traditional rulers to know the problems in their domains in order to render assistance to them. All these are lacking today since there is no one there for the people. “The state is completely lagging behind; we have no votes, we have no opinion, we have no suggestions and we have no benefits. Even in preparing the national budget for 2017, Kogi State had no input. “Now, the federal government has made a proposal to the National Assembly; then tell me, who is supposed to present the position of Kogi State? Of course, it is the minister, not the governor. It is the minister from the state who would mention the number of federal roads in the state that need attention,” he said. Also speaking on the development, the secretary of the APC in the state, Tom Adejoh, said the party was equally worried that after such a long time, a replacement for the late Ocholi has not been appointed. “Frankly speaking, we are not happy about the whole situation. Kogi State in particular surprised the nation in the last presidential election. The margin of votes the APC got in the state was unimaginable. “The people of Kogi are expecting the dividends of what they have done for the president. We are mindful of the fact that the president has enormous tasks before him, but for us to have lost a minister for close to a year without any replacement is indeed worrisome. We didn’t even expect that it would take up to three months to get a replacement, not to talk of six months or more. “Although we are hearing from the grapevine that the president is about to make an appointment, but how soon will that be? We expect the president to feel the pulse and pains of the people after the demise of the former minister. He should take a look at the situation of the state to make sure the pains and agony of the people are lessened,” Adejoh said. In an interview recently, the president of Ujache Igala Association, a pressure group, Goodman Akwu, said it was unfair and painful that Kogi State had been denied a representative in President Buhari’s cabinet, several months after the demise of their son. He said the president was insensitive to the plight of the people. “I wonder why a whole state of about 8 million people can be excluded from their country. It is undemocratic, unacceptable and unbelievable that the man we gave so much has decided to use hot water to wash our face. “We voted overwhelmingly for the president. Over 70 per cent of voters in the state voted for him and guided their votes. The change eventually took place and the man is now shortchanging us,” he lamented. In the same vein, a lawyer, Daniel Makolo, recently filed a suit at the Federal High Court, Lokoja, challenging the action of the president. Although he lost the suit, he has again approached an Appeal Court in Abuja over the same matter. Observers also noted that the prolonged delay in appointing a minister from the state had given room for all forms of agitation and political intrigues amongst the three ethnic groups. They are clamouring that a minister be appointed from their various senatorial districts. The Igala, from Kogi East senatorial district, want the president to appoint a replacement from the area, insisting that since the late Ocholi hailed from the district, it would be in the interest of fairness and justice if such appointment is made from the zone. In an open letter to President Buhari, copies of which were made available to journalists, a group known as Kogi Democratic Forum (KDF), called on him to limit his choice of a ministerial nominee from the state to the Kogi East senatorial district, where the late Ocholi was from. In the letter, signed by its legal adviser, Bameyi Audu, the group explained that its position was in reaction to “widely circulated” positions of other ethnic groups, who have continued to clamour for the ministerial nominee to come from their zones. The letter stated, “The attention of and our Board of Trustees have been drawn to a publication in some national dailies over the prerogative power of the president on the vacant ministerial slot for Kogi State following the death of the former minister of state for labour and productivity, James Ocholi, a Senior Advocate of Nigeria (SAN) who hailed from Abocho in Dekina Local Government Area. “From the records available, the Kogi West senatorial district is presently occupying two federal permanent secretary positions, while the central is enjoying an ambassadorial position. “It is on the basis of the above that we are urging Mr. President to consider the plight of the good people of Kogi East who have no representative at the federal level. “We want to use this medium to call on desperate politicians in Abuja and Lagos to steer clear of this issue of ministerial nominee, for equity, fairness and justice. We are in of Mr. President’s fight against corruption and the fight must be sustained.’’ In the same vein, some political stakeholders from the Kogi West senatorial district are rooting for James Faleke for the ministerial position while others are kicking against the move. Those making case for Faleke said he was instrumental to the victory of the APC in the last governorship election and should be compensated with the ministerial slot. In the Kogi Central senatorial district, where the governor hails from, observers said that intensive and high powered underground intrigues are ongoing to ensure that the ministerial slot is given to somebody from that zone. From the look of things, it appears the agitations and grumblings among concerned stakeholders over the vacant ministerial slot would continue to dominate the political space in the state until the president eventually presents a nominee to replace Ocholi. Mavrodi Mondial Moneybox, a Ponzi scheme known simply as MMM, on Friday opened after one month of break, but investors have remained stranded as they cannot access their funds. So, the question now is what is really going on? In the message, the scheme’s founder, Sergey Mavrodi, said because of the likely deluge of requests from participants, payments would be gradual and have limits. He also said it would prioritise payments to participants with small amounts, which were not specified, and that big investors would have to wait longer. “Please, be prepared to wait for a couple of days. We are certain things will then calm down, and the system operation will return to normal. “We’re the ones setting limits, so it’s completely under our control, and we are not expecting any emergencies in principle. Have no fear and go on about your business as usual. “As the system is socially oriented, we will make paybacks to the poor and the economically disadvantaged in the first place; it means to the with small PH (Provide Help) amounts. The richer can wait. Moreover, we’ve warned you repeatedly to only provide help with amounts that are not critical for you.” With about three million Nigerians involved in the scheme and huge investments at stake, the freezing of the MMM’s s a month ago had sparked fears that the ponzi scheme had crashed. Some of the participants told Punch that their funds that were tied down in MMM were meant for various uses including purchase of goods, payment of tuition, debts, rent and others. The fears and frustrations are further heightened by MMM’s declaration that it would introduce bitcoins as the new mode of payment ahead of its comeback, which some participants of the scheme have described as confusing. For example, Frank Bunna who deals in computer accessories at Olugbede market in Idimu, Lagos, said he was stranded as he had invested all the money for his goods in MMM. The Igbo trader, who was looking dejected at the market, said his future was dashed as he expressed disappointment that he would not be able to get his money back today. He said, “This is my life! How will I live? I invested N2m! Look at my shop, it is totally empty. I invested the whole money for my business on this MMM; I even borrowed N300,000 that I added to it. I spent six days in the hospital as soon as I heard the was frozen. I am hypertensive so my blood pressure shot up when I heard the news. To hear that I would not be paid immediately means that I am dead.” Another Lagos resident simply identified as Korede, who invested over N500,000 in the scheme, said, “There is going to be crisis in my home. I borrowed my wife’s N300,000 to invest in the scheme. I didn’t tell her, but I guess she’s suspicious now. “I promised to return the money December ending, but couldn’t. That was when MMM froze our s. It appears that there is going to be some delay before I can get the money. I just hope my wife will forgive me in case this thing fails. To be sincere, I am afraid.” An undergraduate of the University of Benin, Benin City, Edo State, who identified himself as Chiboy because he did not want his parents to know he invested his tuition and money meant for his dissertation in MMM, said he had been left stranded since December 2016, when MMM was suspended and desperately needed his money back. “I had thought that I would be able to get my money back immediately MMM reopened but from what I heard, it would not be possible. My mother will kill me. I don’t even know what to do,” he said. A teacher in a private secondary school in Egbeda, Lagos, who spoke on condition of anonymity, said the bursar of the school had invested N1.5m belonging to the institution in the scheme before the scheme was suspended last month. According to the teacher, when the bursar could not provide the money, he was sacked by the school management and asked to sign an undertaking to return the money when MMM reopened on Saturday, January 14. “The bursar has since been arrested and in his undertaking, he had said he would get the money back immediately MMM resumed operations. But with this development, it will take some time before he can get paid, and that is if he gets paid at all,” the teacher said. A travel agent in Lagos, who identified himself as Mr. Oduntan, lamented that he has been going through difficulty after investing N900, 000 meant for paying his rent in MMM with the hope that he would get about N1.2m in return. Oduntan said he was desperate to recover his funds as his landlord had been on his neck since then. Also, a banker in a new generation bank in Ikeja, Lagos, told one of our correspondents on condition of anonymity that three of her colleagues were sacked for introducing some customers to MMM. According to the banker, his colleagues were sacked after the aggrieved customers officially complained to the bank manager that they were stranded because they had invested in MMM, which was introduced to them by some employees of the bank. The source said, “The customers said they needed their money back. They blamed some of my colleagues for introducing them to MMM and the bank had to sack them. “One of the customers complained that the money he had put in MMM was meant to roof his house and that his planned relocation to the house has had to be delayed because of that. Another one said the money he had invested in MMM was meant to pay his debts while another said the money was meant for his wife’s business.” A banker working in a commercial bank in Akute, Ogun State, said one of her colleagues was sacked for investing N2m he had loaned from the bank in MMM and was unable to pay back. A barbing salon operator in Ilorin, Kwara State, Adejare Lawal, who spoke with one of our correspondents on Thursday, said he had invested money belonging to some of his colleagues, which was from their contributory scheme, in the investment. According to him, he invested around N350,000 in November, hoping to get a profit of at least N80,000 by the second week of December before s were frozen. “This is the biggest risk I have taken in my life and at the moment all I can think about is how to get the money back. I was the one coordinating the barbers’ association’s contribution in my area and I invested it in MMM.” In Oyo State, an estate agent, Mr. Funso Ogungbade, said he had invested the sum of N3.5m, part of which was from the rents he had collected from tenants on behalf of some landlords, in MMM. “My target was that by Saturday, everything would be sorted out but as it is now, I cannot get the money back soon. MMM is saying that it will start by paying the people with small funds and that it will also put a peg on how much we can get,” he said. A student at the Ladoke Akintola University of Technology, simply identified as Wole, said he had invested N50,000 into the scheme a week before it froze all s. Another MMM investor, who simply identified himself as Olayinka, said, “I’m desperate to recover my money. All my investment has gone into it,” he added. Olayinka, who lost his job over a year ago, said he had invested N700,000 that was paid to him as entitlement in MMM, given how profitable the scheme was before it collapsed. He said, “I have been counting down since the day MMM announced the closure. Everything I had went into it so I am seriously stranded.” Another MMM investor, Miss Janet (surname withheld), said, “I lied to my brother to lend me money to pursue my Master’s programme. I’ve not been working for some time, and he was the one who advised me to go for a postgraduate degree. So, when I asked for money, he gave me N150,000. “With the way it was booming, I invested my N600,000 in it, including the money I had saved from my previous workplace. Kogi : A Good Number of Civil Servants Not Paid Yet - Kogi Speaker Contrary to reports making rounds that the Kogi State Government has fully offset the salary and pension arrears of workers, the Speaker Kogi State House of Assembly, Rt Hon Umar Ahmed Imam has called the attention of the State Governor, Alhaji Yahaya Bello to civil servants in their numbers who have not been paid. The Speaker made this known while welcoming the Governor and his entourage to the State House of Assembly for the presentation of the 2017 budget estimates. While commending the Governor for beginning the payment of arrears, he stated that many are yet to access their salaries, urging him to stick to the promise of ensuring that all genuine civil servants are paid. He said: "As the representatives of the people, we feel their pains and share in their suffering having to remain for months without income. It is our desire to urge Your Excellency to ensure, as earlier promised, that all genuine civil servants are paid." He emphasized the need to augment on the state's internally generated revenue as a measure to reducing the harsh effect of the economic recession on the people of the state. On the 2017 budget presentation, Hon Imam assured that the House will give adequate attention to its ratification and approval prior the commencement of the fiscal year. He onished Heads of Ministries, Boards, and Parastatals to be alive to their responsibility by responding promptly to their various oversighting Committees when invited to appraise and defend their budget estimates. A 41-year-old man, Oladapo Ajiniran, was on Wednesday docked at an Ikeja Chief magistrates’ Court in Lagos for allegedly raping his neighbour. The accused, an engineer, residing at Ayoola Osobajo Street in Lekki, Lagos, is facing a count charge of rape. The Prosecutor, Insp. Simeon Onuoha, told court that the offence was committed on Nov. 30 at the residence of the accused. “The accused went to the victim’s room, while she was dres. “He shut the door, covered the mouth of the 20-year-old woman and raped her,’’ the prosecutor said. The offence contravened Section 259 of the Criminal Law of Lagos State, 2011. The accused, however, pleaded not guilty. The Chief Magistrate, Mrs B. O. As part of efforts to implement its new direction blueprint for rapid economic recovery and progress,, Kogi State Government says it has concluded arrangements to partner with the private sector for the growth of its vast tourism potentials. This was disclosed by the State Commissioner for Culture and Tourism Alh. Mohammed Awwal Imam during an interview with TheNews in Lokoja the State capital. Imam said the ministry has sent representatives to other states including Cross River to understudy their tourism industries. The data gathered from the exercise is expected to come in handy in its transformation policies for the sector. According to him, “tourism is capital intensive. For instance, we will need about 3billion to develop the facilities in the Confluence Beach Hotel and entire Confluence area into an international tourism masterpiece. Unfortunately, our country is going through a recession. Our approach is to invite capable players in the private sector and collaborate with them. We are already providing the enabling environment for it to work. The state governor is determined to make the necessary gains from tourism and has given us the needed .” The commissioner disclosed that the hospitality industry magnate, Build Rise Group is being considered for partnership to rebuild, remodel and operate the Confluence Beach Hotel, Lokoja. He revealed further that his ministry is also holding discussions with the Nigerian Tourism Development Corporation, NTDC on how best to harness the tourism potentials in the State for optimal economic benefit. Other items on the ministry”a agenda include introducing the teaching and learning of tourism in Primary and Secondary schools in the State, registration of hotels operating in the State and establishing a comprehensive data bank on tourism potentials of the State. TheNews reports that the State Executive Council recently approved the establishment of a modern Hotel and Tourism Board. The board is to be responsible for the registration, classification and monitoring of hotels and tourist attractions in the state and matters connected therewith. To the undisputed head-quarters of Nupe people in Nigeria, I bring you Bida. The Nupe people live in the heart of Nigeria, spread over the lower basin formed by the two rivers, Kaduna and Niger also known as Lavun and Edu respectively. The traditional inhabitants of the ancient city (Banin Bida) were known as Beni. As we all know, in those days( before before) other sources of power or mystical powers to be precise were in vogue. Beni was not an exception but with the coming of Islam, life was changed. History has it that in 1804, Fulani rulers displaced the Bida Nupe leadership structure quite early in the 19th century. Mallam Dendo (Manko) who was the Fulani leader became the new leader of the empire. In 1832, Usman Zaki (Manko's son) became the first Etsu Nupe. The Economic and Financial Crimes Commission has arrested the Commissioner of Police in charge of Works Department, Mr. Victor Onofiok, for an alleged N1.9bn fraud. The Police Works Department is one of the most funded departments in the Force as it is in charge of all building projects across the country, including barracks, police stations and training schools. Impeccable sources within the EFCC told our correspondent that Onofiok was arrested on November 30 after the police high command asked him to report to EFCC for questioning. According to a detective at the commission, the allegedly gave contracts to companies which he had interests in. The source said, “A serving Commissioner of Police, Victor Onofiok, is currently being grilled by operatives of the EFCC over a N1.9bn fraud. Governor Ayodele Fayose of Ekiti state was said to have left the venue of a meeting he was having with lawmakers at the Government House arcade to inspect some some projects on Friday, December 2. The governor, unlike many of his colleagues, did not visit the sites in his official convoy but was transported. He simply jumped on a commercial motorcycle to the places he needed to inspect.
