This is not how things work on this thread. I don't think there is one person who has schools for every program for everyone here.
Nobody can actually give you the best school for you; you have to search for it by yourself. This is one of the homework you have to do before you get your visa. Don't skip the process, or you will miss out better schools with better offer. Search for your own schools.

Universities in the US for PhD in Communication (use this search string on Google, and you will see long list of schools to explore). Check the department for funding, and the graduate coordinator of each school you plan to do before you start the application at all.
This is my field, so I can tell you authouritatively that every department of communication in every single university in the US offers GTA to both some MA and PhD applicants--if you meet ission requirement and if position is available and they deem you suitable to fill it. But note: that a communication program has GTA doesn't mean it will be offered to you if you're accepted. This is why I said you should every school and ask question about it before you start your application at all.

If you have questions, ask. but don't skip your own homework!

My GRE is 314. Q= 159, V= 155, AWA= 4.0. Ielts =Listening 9.0, writing 6.0�, Reading 6.0, Speaking 7.0. Total band score : 7.0. I got an ission with a scholarship offer of up to $10k which automatically Qualify me for a instate tuition. And other scholarship awaits me upon arrival and Also a TA job. I can’t imagine paying $76k per year For tuition. I’m glad I have to just pay less than $25k. Emergency Interview already booked. Waiting for an approved date and time for my interview.
