Since your working experience is not related to mec engine I think you should write your CDR based on SIWES, I. T and final year project.
I am a fresh graduate with no working experience. During my findings i came across the duties of a civil engineering draftperson and im making sure what i write correspond.

Yes, TRA does not assess all technician related occupations. DIBP sets the assessing authority for an occupation.
Civil engineering technician is assessed by VETASSES but you can nominate civil engineering draftsperson assessed by EA.which is faster and with less drama.

I'll advice you to look at the SOL & CSOL first and try to nominate possible occupations because most Civil Engineering occupations are Associate Diploma/Advanced Diploma which is equivalent to our HND (on paper) or BSc / BTech depending on the school you graduated from.
