Well, I specifically mentioned classified documents in my response. It does not matter if "Declassified" was not used, it doesn't change the meaning of the word.

And subsection 3 of Section 1 won't save the officer if charged.

I wish the accused and his lawyers good luck with their case. He's going to need a miracle......or at best he'll become a snitch, and snitch he's way out of prison grin

"Declassified" in the context of my response is just the definition in English, which means "no longer a secret".
The FOIA does not need to specifically use the word "Declassified" to describe a Classified (secret) document that has been approved for public consumption. But when a classified document is released, it becomes "Declassified".

Will also go to prison unless : Yes, if the public officer is indicted for releasing a document without authorization, the only exceptions are listed in the FOIA.

It's still the same thing. FOIA requests for classified documents must be approved by the public institution. In his own case, it was secretly leaked to him.

And you are correct about further distribution of any documents "already approved" and received through a FOIA request. Once it has been approved, it becomes declassified, and can be distributed.

But , he got the documents through the backdoor, not through a FOIA request, which makes it illegal.

The public officer that leaked it will also go to prison unless he/she can prove it was done because of impending danger to public health and safety or due to fraud / abuse of authority in the system, as outlined in the act.

You can't access all information using FOIA, yes, however, in the case that you do gain access to information and then release it as a whistleblower, whistleblowing and stop-gap protection kick in. Both the FOIA and Corrupt Practices Acts of the IC provide coverage in those cases. undecided


Again, you must not try to access Classified information, let alone distribute it. It's a criminal offence.

The corrupt practices and other related offences act does not protect criminals, and in this case, the guy was distributing classified information and not whistleblowing any corrupt practices being perpetrated by any agency.

This has nothing to do with that. FOIA is not absolute in any part of the world. You can't access all information, else enemies of the state will have an advantage.

That one is not even the most ludicrous of them all. Check out Charge #3 where he is accused under the Official Secrets Act of 1962. It is not inferred that he illegally obtained the information meaning he is covered under FOIA, and FOIA does not bar anyone who receives information on the government from retransmitting the same information to other of the public. So, why in the world would the government think it would make sense to charge him for doing exactly that? undecided

It clearly states "classified".

Classified documents are not covered by the FOIA, and not only did he obtain classified documents, he reproduced and distributed it.

He's going to jail.

He's going to spend a lot of time in jail.

What they are saying is this: His NYSC has Onwubuase while his UNN certificate has Onwubuasi. His followers need to know that errors do happen, and it can happen to anyone.

I applied for a canadian work visa through an agent with a down payment of 1miliom after which I did my biometrics capturing at VFS lagos .on

The problem now is that two months is almost gone and no from the embassy and am seriously starting to feel the heat , I don't know if I should get my money back and start up a wine bar or wait for an update from the agent.

Anybody with an experience with situations like this with an agent should pls help me, am begining to lose my mind with my current state of joblessness and doubts of the legitimacy of the agent securing my visa.


Anybody that promises you work visa to Canada is a scammer. The painful part of this experience is not your 1m, it's the fact that there's a high probability of you getting banned for 5 years if they find out that he used a fake employment letter or forged documents for your application. The ban will not only affect your chances of ever entering Canada but will also affect future applications to other countries.

Right now, get him arrested immediately. Retreive your application details from him (I'm 100% sure he didn't give you the details) and withdraw your visa application, if possible!!

Get your profile details before you get your money, it's more important!

Countries without the problems we face still ensure social media is indeed censored, so what are you scared of?

There is nothing like root cause other than the predilection for illegality and anarchy by a large swathe of the Nigerian populace.

Even the opposition to censorship underlines this.



Nigeria is sitting on a keg of gunpowder (Tribal tensions, Poverty, Unemployment, Terrorism, Banditry), any spark will be a disaster. Censoring social media is like taking away a matchbox, when we have other things like lighters, stoves around us.
They should focus on gradually evacuating the gun powder.

The average igbo man does not trust an Hausa man and vice versa, the Yoruba man does not trust both tribes. But miraculously, our politicians are getting along.

Those countries with extreme social media regulation, like China, North Korea don't have the problems we have.

Nigeria needs to focus on the problems now.

You are more concerned about the hypothetical case of leaders misusing it than the reality of seeing your immediate community burn.

Many of you would not be finding transportation easy for the next 2 years at the very least.

Many of you would experience a high wave of crime never before witnessed during to the inability of the police to function even at the previous lowly levels due to the vandalism that followed the broadcast of fake news.

Nobody wants to see Nigeria burn, at least I don't.

What you don't realise is that censoring social media will not prevent the country from burning. The root cause of the problem, which they are failing to address is what's going to burn the country.

We have to carefully look at things before jumping into conclusions. Nigeria has had it's fair share of riots and protests, but this last one speaks volumes. I saw videos of people removing hand railings from buildings, removing roofing sheets, removing metal rods from windows, stripping car parts and taking them away to sell!
There is only one explanation for their actions; "HUNGER" and "HOPELESSNESS".

The ruling class is more concerned about regulating social media, which translates to taking away freedom of speech because it affects them. But they never ever talk about the root cause of the problem.

Because majority of us are not in the lower class, we think the actions of the looters are crazy, but when a grown man takes his kid to steal used mattress and a pregnant woman is kicking down the door to a food store, then there's more to it.

If things don't change for good soon, the middle and upper class citizens of Nigeria will be at the mercy of the lower class when anarchy starts.

Hello OP, You cannot call it tampering because all parcel/packages can be opened by customs. They have every right to open your package without your permission for several reasons. As long as they don't damage/misplace the contents, then it's within the law.

They can also place a custom duty charge on your package depending on the value. If you imported an iPhone x for example, I'm sure you would have paid higher than N7800. This happens in developed countries too.

They now have offices in the general post offices across the nation. So, before you order something expensive, check the price in the local market first.
