Once PayPal starting noticing infrequent IP addresses then you're setting yourself up. Don't use VPN I repeat don't use VPN.

Before you open a PayPal , you need to determine which is best for
you.

If you are not expecting frequent usage of your or for high-level online
business like selling on EBay, Dropshipping, Ecommerce and etc., then you might want
to go with a Personal instead of a Business .
Also, with a Personal , you do not get the strict processes as compared to a
Business .

However, with a Business , you can easily use your real documents and
the because as a Business , you can open it from any country of the
world without the need of a VPN, hence, the freedom to either use a South African,
Dubai, or a Lesotho and more.

But for this training, I'd be using a Dubai UAE and Lesotho PayPal.
So, the ball is in your court to decide which of the countries you want to use.
But in all these, the most important thing is using VALID documents and information.
