I will advice you not pay anyone to publish the app on their console if the app is important to you and you will use it for long.

I built an app for a client recently, I ed it on someone’s console , later the person tried to another app that violated Google policy and the got terminated.

So i created and verified a new console app, before I republished it on the new console app.
