Now, that's what we call FRP (Factory Reset Protection), and it's triggered when you erase or flash a phone without removing the Google from it first.
There are many tutorials on how to remove it, depending on your phone. For Samsung, I suggest you try SamFrp tool, or you pay an engr to help by it

You can't get a brand new one! I made same mistake on the 5th of this month. Everything about the phone was new, even broke the seal myself.
