THE Debt Management Office, DMO, yesterday, said that arrangement has been concluded for the issuance of the first sovereign sukuk, otherwise known as Islamic Bond or non-interest bond, next week, even as Dr. Abraham Nwankwo retires as the Director General of the Debt Management Office at the end of the month after completing 10 years of service. The sovereign sukuk valued at N100 billion followed a successful issuance of first Diaspora Bond by the DMO in the United States of American market to give Nigerians in diaspora the opportunity to contribute to the funding of growth and development of the Nigerian economy. This comes as the Securities and Exchange Commission, SEC, commended the DMO on the efforts it has made so far to ensure that the sovereign sukuk is issued as planned. Making the announcement when the team of the debt office visited the Nigerian Stock Exchange, NSE, to sound the trade closing gong, Nwankwo appealed to Nigerians to take advantage of the sovereign sukuk, saying that the debt office would continue to open up new windows of investment in order to give options to the government, the private sector and other retail investors to participate in the capital market as well as in the growth and development of the economy. “That is in line with the government’s commitment to make sure that the economic recovery and economic growth we achieve this time around will be inclusive. So, the sukuk is coming anytime from now because we have reached a very advanced stage. All arrangements are concluded and possibly as soon as the Ramadan celebration is over, we will be in the market and Nigeria’s first sovereign sukuk would have been issued,” he said. Speaking on the success of the diaspora bond, which was130 percent subscribed, Nwankwo said that being the first African country to access the retail market in the US was a plus for the country. He said that the road-show for the diaspora bond had some positive impact on the use of the existing Eurobonds. This, according to him, is “because many investors in the international market were pressed with additional improvements that have taken place in policy and operation in Nigeria based on the road-show, the marketing and the story we told during the road show”. The foundation demanded an apology from IPOB because they felt insulted by their inclusion in the map. The group was reacting to a statement credited to IPOB spokespersons, Emma Nmezu and Dr. Clifford Chukwuemeka Iroanya that Biafra was not for Igbos alone. IPOB had noted in the publication that in the present day Nigeria, the nation of Biafra consists of some Igbo speaking states and Igala in Kogi state. One of Ufedo trustees, Dr. Labaran Abalaka said the group erred by including the Igala in Biafra, “We wish to dissociate ourselves from the inclusion of Igala people in the so-called map of Biafra.” He said, “For the Biafran agitators to single-handedly carve a map of their envisaged republic and include the Igala kingdom amounts to fraud and grave insult to the Igala race." No fewer than 712 farmers in Daura Local Government Area, Katsina State, have received N90,000 each as funding from the Federal Government’s Anchor Borrowers Programme. Daura is the home local government of President Muhammadu Buhari. Nura Bature, Chairman of Rice Farmers Association, RIFAN, in Daura LGA, made this known in an interview with News Agency of Nigeria in Daura on Tuesday. Mr. Bature said that the ed farmers were also given farm implements, which included water pumping machines, insecticides, herbicides, fertilisers and other essential inputs. He said that the loans given to the farmers were aimed at funding their activities such as land clearing and tilling as well as labour costs. He, however, noted that 98 farmers were omitted during the loans disbursement, adding that the association had promptly notified the Bank of Agriculture of the development. Mr. Bature advised the beneficiaries to use the inputs and cash judiciously, adding that the money would be repaid within the next six months. He said that the loan, which was disbursed in batches, would continue until all the ed farmers were able to access the financial . He said that the association had started preparations for wet season farming. More than 1,666 farmers ed for the Anchor Borrowers Programme in the area. The Katsina State Government has commenced the screening of 3,000 applicants who indicated interest for teaching positions in the state. Lawal Buhari, the chairman of the State Universal Basic Education Board, SUBEB, said during the screening in Daura on Tuesday that the committee would screen the credentials of the applicants. He said the 3,000 being screened were selected out of the 12,000 applicants that sat for aptitude test conducted recently in the state. Mr. Buhari said 722 applicants in Daura Emirate comprising Daura, Sandamu, Mai’adua, Baure and Zango qualified for the screening. The chairman said the screening would last for three days after which an oral interview would be conducted to determine those to be recruited for the job. Mr. Buhari commended Gov. Aminu Masari for his efforts in promoting education through renovation of schools and provision of basic facilities. In his remarks, the chairman of the screening committee for the zone, Mr. Na-Habu said similar committees were dispatched to other parts of the state for the exercise. BY NAN The Federal Government says it will recruit 7,500 graduates as Community Tax Liaison Officers to raise tax awareness among citizens. The Minister of Finance, Mrs Kemi Adeosun, along with the Chairman, Federal Inland Revenue Service, Mr BabaTunde Fowler, made this known at a t press briefing on Thursday in Abuja. Adeosun said that the recruits would be expected to go to schools, churches, mosques, markets and other social places to educate people on the tax system and let them know their obligations. She said that through this initiative, the government expected to increase the number of taxpayers by 35 percent from 14 million to about 17 million in two years. “We will be recruiting them through N-Power and they can apply through the website of the Federal Ministry of Finance or through the N-Power website. “It’s a two-year fixed contract and they will be deployed to states, attached to state Internal Revenue Service or FIRS. “Their job is to improve the level of education on the Nigeria’s tax system. “Our tax system is progressive, meaning those who earn less should pay less and those who earn more should pay more. “A lot of people don’t know that. So it’s a chance to get people on ground to answer all these pertinent questions,” she said. Adeosun said that graduates of ing, economics, mathematics and other relevant courses would be given priority under the programme. She, however, encouraged intelligent graduates interested in a career in tax istration to apply as the government planned to sponsor the recruits to become tax professionals. “This exercise is extremely important for the fiscal sustainability of states because as you know, most of the revenue for states apart from FAAC is supposed to come from tax. “So if we improved the number of taxpayers, we will be improving the fiscal health of our state governments as well as the Federal Government. “It’s an important initiative for the nation as we undertake reforms to reduce our over-dependence on oil. “We have to make sure that everyone who is economically active pays tax, no matter how little, they have to contribute to the pool,” she said. On the remuneration, Adeosun said the recruits would be paid N30, 000 monthly and they stood to receive performance-based incentives measured by the number of people they enrolled during the two-year period. The FIRS chairman reiterated that tax evasion was a punishable offence in the country. He said that the tax tribunal was being reconstituted as tax dodgers would be prosecuted. The Kaduna State Government on Wednesday formally announced the introduction of residency card for all its residents. The government said the move was to enable it plan and provide social services. The state’s Commissioner for Budget and Planning, Muhammad Abdullahi, told journalists the initiative was crucial for planning purposes. He spoke shortly after he was ed for the card at the North West Zonal Office of the National Identity Card Management Commission (NIMC) in Kaduna. He said: “Kaduna State Government is currently providing a number of free social services for the people in the state. “But to achieve the desired impact, we need to have the accurate figure of those residing in the state. We need to know who and who resides in our state and where. “When we know the number of people residing in the state and where they are, it will help us to plan and provide better services and for all residents. ’’ He said people would soon be required to present their residency card before they could access such services. “Kaduna state is open for everyone due to its strategic location, geographically, economically and politically. “But if you are going to stay in the state beyond 180 days, you would be required to and obtain our residency card. “This is very important not only in planning, but also in ensuring security. We gathered that most of the security issues we are having in the state are cause by people from other states,” he said. The commissioner explained that the registration exercise was being carried out in partnership with NIMC and open to all residents of all ages. He appealed to everyone to come out en mass and get ed in the more than 31 centres across the state. The NIMC North West Zonal Director, Oyesola Taiwo, explained that registration for the residency card was linked with the NIMC data base. “The process is very easy, if you already have the national identification number, all you need to do is just to present the number and you will be captured immediately. “In a situation that you do not have, the first step is to for the national identification number, after, you will be captured for the state residency card,” he added. Idris Abdullahi, Chairman, Kaduna House of Assembly Committee on Budget and Planning, said the exercise had legal backing and was appropriated for in the 2017 budget.
