For BSC, yes you can. The school I got ission could consider. You have to mail and explain.

I know little or nothing about MSC.
You could get this info from your target schools and staffs of those schools. Use chrome browser, Go to their websites, switch the page to English if necessary, search for their emails and them.
You should use mastersportal to get schools in Poland, and worldwide, with your desired program(English taught).

My answer was a response to your question on How you can pay your application fees and not tuition fees.
For tuition fee, i finally mailed the school and they sent me a payment schedule in Euros which i took to the bank.

About my transcript, It is not addressed to the school yet. Can I certify it's MOE or I have to wait till Covid-19 is over to get another transcript from the school?

Scholarship in Poland is the same as scholarship in other countries, you apply and get it. For Poland most scholarships come as tuition free courses so you have to do some research to find the schools and courses and apply. There are other scholarships like NAWA scholarship which are for specialized courses.
Any agent telling you to pay so so amount of money for scholarship can only try to help you get itted to tuition free courses. I hope this helps

Some schools will accept the scanned copies for the application process but when you're itted, they may require you to get the certificates authenticated at the Ministries of Education and Foreign Affairs. Authentication requires original copies of the certificates. So in essence, try and pay back your loan so you can get your certificates back

I got my conditional offer from WSB Bydgoszcz without paying the application fee. but it has been added to my invoice together with first yeat tuition fee. try and explain the difficulty faced due to the Covid-19 & ask them to include it in your invoice.
