2. A way to format my 64 gig memory card as internal in a way that actually works. Not in a way that will still restrict me from installing apps above the internal memory .

Go to settings, tap on about phone, tap on miui version severally until you see you are now a developer. Then go back to additional settings and see Developer options

I did that several times with no effect.. Tapping on ANDROID VERSION several times shows the image I attached earlier.. But no notification of developer options activated
