Money that has reached bank s of the other party. Paystack system does not work like paypal. Paypal bears so many loses like cases like this its PayPal loss and thats why they can refund even after the said party has moved money.

The way to get a refund in this case. Cos it has happened to me before. You need to send an email to your banks customer care and tag central bank. That you made card payment on so so date for so so stuff and you did not get value for your payment. You will get a refund in 7 to 14days.
