Yeah you can with a rigid post utme score though but why not change to a less competitive course to further boost your chances.

But if you still insist on optometry, no shiit, just prepare really hard for post utme and leave he rest to The Most High.

my local government was rectified last week after two months and two weeks. I now proceeded for my clearance and was given a relocation form because I didn't write maths in my Jamb. The clearance officer says maths and English are compulsory subjects in UTME for LIS.
THEY relocated me to political science edu. And exams is just two weeks from now. And pol edu have almost concluded their lectures and tests.

Hmm, I just have this feeling that exam might be shifted upfront a lil.

That aside, for the tests you missed, you and your course rep should work together so he can take you to the lecturers you've missed their tests to explain your situation. Not a guarantee though.
