The link below tells you the system requirements needed for GTA V. If you are still not sure can the detection app (about 2 mins) which will tell you the type of performance to expect on your PC system. From what you have typed though, I think you should be fine.

Fps determine how smooth games run. The higher the fps, the smoother the game. The lower the fps, the more lagging u will experience.

Anything 20-25 fps and above is ok. But for me, I can't play game with fps less than 30.

and install an application called "Frap". Set it up, it will automatically show on corner of the screen of every game you are running. Settings up frap is not difficult, but if u need any help, let me know.

mine is core i5 3210m 2.5ghz, 8gig ram, 2gig amd graphics card, 500gb HDD. I have finished gta v with high resolution not ultra, including the grass.. And I got like 38 - 40 fps

Yes, I actually run gta 5 on an Intel Pentium laptop, hp 2000, 1.9ghz, 4gig ram. I was shocked the game played, only that the graphics was a little poor.
