He knew the election won't hold argument was dumb and had to back peddle. They'll do boycott and we'll get see how popular it is. If election has 40-50% participation the boycott is a failure. It's the usual participation rate. If the can't force a runoff election it shows they aren't that popular since you only need 25% participation from 3/4 local governments.
