I don't think the time is right yet, in as much as religion plays a big part of the society there, people will always look for divine help and that belief is the cause of the apathy you see.

Until the masses feel like there is no other option but to fight because they cannot be worse off than they currently are, I'm afraid you won't have your revolution.
For now, why fight when most are waiting for God to fight their battles for them?
