No. Can you just wake up, pack your things to another state and begin to sleep on the streets? There are laws. It is a crime to loiter aimlessly. Most of those people have no means of identity. They are a security threat to the state. If you can not afford to rent a house in Lagos, stay where you are.

There are some jobs I can never do since they mean bringing misery to a fellow human being. Example is traffic warden and another example is being a member of the Taskforce raiding homeless people who are just trying to sleep. One of the homeless guys is even sleeping under mosquito net meaning that he is not a criminal but someone who fell on hard times and can not afford to rent a house anymore.

In a civilised society, the government will provide temporary housing for them for the night in hostels for the homeless and even give them loans to rent a room in a house and if they are unemployed, the government will pay them feeding money and rent money until they get back on their feet - at least this is what they do in the UK.

Make the so called ignoramus taskforce and their masters go London go see how many people sleep in the doorway of high street stores due to homelessness. Up to 1998, homeless people used to sleep on the streets near Waterloo train station in a settlement called cardboard city because cardboard boxes was the only protection they had from the freezing London cold and snow.
