Apply to OTH Amberg Weiden they are currently open and they give ission within a week, the only problem is that you need to do VPD from Uniassist and it takes about 2 weeks. You can check them on google to see if they have the course you want.

Waiting time is 18 months. The embassy is currently giving date to applicants from 2023. But if you can get a scholarship then you can make it

I also forgot to add that you can also do like a cleaning job.. where you are paid hourly to clean someone's apartment or company. [ it's not that bad I've done this before back in 2014 ]

For the block you can get a Verpflichtungserklärung [ Guarantor ] which eliminates the need for the €12,000.

Much like TU Munich, University of Tübingen now requires student to pay tuition fee unlike 5 years ago.

I think embassy is still in August 2023.

So you either plan for summer ission or simply look for and apply to a school that allows deferment or at least can issue you a new ission letter so long as you've previously been itted for the same program in the same school.
