Liverpool at some point had to use Jones as right full back owing to TAA & Bradley's injuries at the same time. Endo was also converted to a central defence. Jota, Gomez, Allison, Konate also suffered numerous injuries this same season.
In the past, each time Man City won and Liverpool came 2nd, it was always with one point or max 3 points, and it was always due to Liverpool's key players' injuries. So, what's your excuse here?

arteta is so unserious. During the start of the season it was so clear arsenal needed attackers. Same as the January transfer window, but I don't know why he just ignored it. Imagine playing psg and u can't bring in any attacker to change the game. Only trossard and bunch of defenders.

Saka is Arsenal's best attacking option. He was out for like 3 months. If Salah were to be be out for that same length of time, then we would know if Liverpool really had enough cover. Do you know that Arsenal had no striker throughout this year, from January to May? Odegard also for like 4 months, Gabriel nko? Liverpool defense cannot be the same if any of their centre backs (van dike and konate) get injoured for a lengthy period.

For Man city, the world footballer of the year could not just be replaced. Not even Halland's goal could make up for Rodri's prolonged absence.
