In China and come Asian countries people who are of criminal gangs usually have triads tattoo.

that is not totally correct, they tend to be sane before getting there. Once they get there, they start behaving like clowns, that is not a reflection of the people. There are people occupying leadership positions that are not political or elective positions but are delivering well. So what changed?
