I don't understand you. If projects are not awarded what do you expect him to do with the funds?If he's stealing the money then how are the projects funded?
And if projects are not awarded will the Federal capital not look like a rural area?
These projects are also handled by human beings who are paid and money is flowing through them to other service providers.

I believe your point was what was been practiced during the Gowon istration where people are sent to specific foreign countries for different study and training and to return back and transfer that knowledge and improve on the physical development of the places or States they find themselves.

But you can see that not much was achieved in such.


So it's better that any government employ a mix of the three strategically and tactically to achieve the desired goals.
