The debate is about the scope.
So while there are no thousands of NKs in the Kherson front, NKs may be manning AD/EW units or testing their artillery pieces at the Kursk front and may even participate in mop-up operations.
Russia does not want to give NATO the casus belli to deploy troops under their own flags rather than as mercenaries, so it has no incentive to talk up North Korea's participation.

Legally (officially), they may just be there as observers or for training, but the end result is dead Ukrainians.

Iran expressly refuses to use that capacity to create a nuke for their own security.

To be honest Russia and China ain't serious at all. They are not ready for multipolarism if they can't challenge and confront US on some issues. This Iran nuclear issue is an example. They should not allow US to always have its way. Who is America to keep dictating what Iran should and should not do after it was the same US who walked out of this working deal that the P5+1 inked with Iran.

Russia and China are part of the P5+1 for God sake so who is US to keep dictating among the P5+1? I think this was a deal everyone of them made with Iran. If US continue to go unchallenged this way then it will continue to disrespect Russia and China and see them as unserious and weak countries it could oppress. We all know how US use to defend and even veto any resolution that does not favour Israel in the UN. Anyway may be Iran is not important to Russia and China afterall.

Russia and China are very unserious. If they want a multipolar world where America shows them respect they should be ready to challenge America's decisions most especially this act of unilateralism. We don't have a multipolar world if America still thinks it can act unilaterally while seeing other powers like Russia and China as irrelevant. The official stated reason could be "training, logistics assistance, weapons testing"...
It just so happens that some of those activities have occurred at the Kursk front and other front-adjacent locales.

If you have a North Korea unit assisting with EW or anti-drone protection at an energy facility, how would you describe that deployment?

My point is simple.
But you're opposed to the premise and have been meandering to poke holes.
There are North Korean troops in Russia. How they're used is up for debate.
That is factual.

For instance, we know China has sent technicians to help boost weapon production.
I'm not sure why you find it shocking that a heavily-militarized country like North Korea sent troops in some capacity (from infantry to engineering).

Pay the Western characterization no mind.
Russia is not using North Koreans in meat wave attacks.
They're there on a winter excursion to update military knowhow.

The payoff has been massive.
They've received their first AEW&C aircraft. Iran has none.
Their next-gen destroyers currently in construction are receiving same state-of-the-art capabilities as Russia's most capable platforms.
Some of the surplus capacity of Russia's rapid military buildout is being used to add new squadrons as well as update existing systems.
