Salary payment is not a performance criteria. It's the constitutional right of workers who keeps govt operations active.
Nobody said fixing of roads is bad, that wasn't the only thing he campaigned he'd do. There are other sectors that begs for attention. Education and health being the most important. He's doing zero in those areas not to talk about agriculture.

Well done. But try to recruit doctors who will not destroy the hospital. Many stupped Nigerian doctors employed by government set up private clinics around the hospital where they divert patients who come to the government hospital. The doctors use equipment of the government hospital to do tests/diagnosis and charge the patients in their private clinic. Before long, the government hospital collapses even if government pumped billions of Naira into the hospital.

This is a crime no doctor in the Western world employed by government can contemplate.
