Nope... That would be a rare case of tampering or double kicking a spot kick.

The referee is supposed to order a retake.

What's a double kick and if it was why not let him take it again?

In shoot-outs (unlike in during games penalty), a player has to make with the ball ONCE and JUST ONCE.

In Alvarez's case, his left boot had already made with the ball (albeit slightly) thereby displacing the ball from its original position!
