The Nigerian constitution makes it expressly clear that nobody including the President has the right to spend a dime that belongs to the people without appropriation. The legislative arm of government must a lawful legal budget b4 u as a governor or President will have the statutory right to spend it. Without it, u have committed the worst offense and every money u spend that is not appropriated for is illegal and you must pay it back to the government. The court simply says you cannot continue spending government money without appropriation, go back and represent the budget to the legally constituted & recognised house, b4 u will be able to spent government money. Without that, no money will be released to u.

How is this difficult for anyone to understand and u here whipping stupid sentiments.

There is no Executive in the history of Nigeria that has spent government money without appropriation. Fubara is the 1st to be spending government money illegally, and it is a serious impeachable offense. Even the Judges cannot touch government money that has not been appropriated to them.
