To develop 3 bedroom bungalow, it depends on the design and size of the building but nevertheless the clients can prepare for 3500 blocks averagely
For cement it can be 135 bags
Nevertheless, all these depend on the drawing specification.

I used the same design as him, as I built after him and saw his, without using tierod. We used pop cement to cover the spaces and make it look pop-ish.

Honestly the setback requirement for approval on half plot in Lagos state is something that needs to be reviewed in my humble opinion.

Would it be that easy and cost-effective to demolish it and build a one storey building consisting of 3-bedroom flats? Or should I go for an empty land instead, assuming I have a choice for one, but in a less attractive location?
