No..... NIN is required.... If someone is meeting her at the airport, she could use that person's NIN......

Someone has to borrow her their own (could be newly to that person until she get her own NIN).

LEet them use data on their plan to use WhatsApp.

When they get in they can sort out nin and sim card at any Airtel or MTN office.
But there should be kiosks at the airport
