First strategy: THE AES BARGE PROJECT

In August 1999 the Lagos State Government brought Yinka Folawiyo Power, Enron, NEPA and the Federal Government together to sign an agreement to provide power to Lagos.

The idea was to build and operate a power plant that would be located on a barge that would be anchored on the Lagos Lagoon, beside the Egbin Power Plant (Nigeria's biggest power plant) in Ikorodu.

Yinka Folawiyo Power was to provide part of the funds to build and run the power plant, Enron was to provide the rest of the funds and was also supposed to actually build and run the power plant.

NEPA was to provide part of the funds to buy the power that was produced on the barge and it was also to receive and distribute the power (the law at the time stated that only NEPA could transmit and distribute electricity in Nigeria). NEPA was to only distribute the power to places that were designated by the Lagos State Government.

The Lagos State Government was to provide the rest of the funds for the purchase of the electricity that was produced on the barge. It was also to designate the places where the power would be distributed (the power was to be distributed only in Lagos) and it was to market the project to consumers in those parts of Lagos.

The Federal Government was to provide a guarantee that the Lagos State Government would pay for the power and it was to debit Lagos' share from the Federation if it failed to pay.

Enron ran into financial problems before they could finish building the power plant and their shares in the project were bought over by AES Corporation (the project became known as AES Barge).

The power plant was completed and brought to Lagos and it began producing electricity.

However, NEPA broke its part of the agreement. It received power from the barge, but instead of distributing it only in Lagos (in places designated by the Lagos State Government), it fed the power into the National Grid and distributed it across Nigeria.

The power produced on the barge would have had an impact if it was only distributed in Lagos, but it became like a drop in the ocean when it was distributed across Nigeria.

Worse still, the Federal Government debited Lagos' share from the Federation , despite the fact that the electricity was not solely being distributed in Lagos. That's what led to the complaint by the Fashola istration in 2014.

At the peak of the abysmal performance of the defunct National Electric Power Authority (NEPA), now Power Holding Company of Nigeria(PHCN), Lagos State under the then Governor, Asiwaju Bola Ahmed Tinubu, became the first state to attempt to break the monopoly of the ailing power giant by initiating a giant Independent Power Project(IPP).

On August 1, 1999, the Tinubu-led istration, Yinka Folawiyo Power Limited and Enron Corporation of the United States signed an agreement for an IPP, with the Federal Government as the guarantor.

The barge-mounted electricity generating plant was to be located adjacent to the NEPA’s Egbin Power Station, Nigeria’s biggest power plant.

The generating facility was originally designed to consist of nine barge-mounted combustion turbines with a total net output of 290megawatts of electricity.

The total investment in the business was estimated at $225 million with Enron controlling the majority shares, while Yinka Folawiyo Power Limited, a Nigerian conglomerate, owns the remaining shares in the venture.

By the of the agreement as presented by Lagos State, Enron was to generate the power and feed it into the National Grid, with NEPA as the operator that was to receive, transmit and distribute the power, while the State would designate destinations for power supply and market it to consumers.

The state was also to generate bills and pay the accrued revenue into an escrow from which Enron could draw; while the Federal Government would provide project , being the guarantor.

However, in January 2001, the AES Corporation announced that its subsidiary had acquired from Enron, a majority interest in the barge-mounted IPP.

AES, a leading global power company has generation, distribution and transmission infrastructure in Georgia, Hungary, India, Kazakhstan, the Netherlands, Mexico, Pakistan, Panama, Sri Lanka, the United Kingdom, the United States and Venezuela, Argentina, Australia, Bangladesh, Brazil, Canada, Chile, China, Colombia, Dominican Republic and El Salvador,
At the time of acquisition by AES, the barges were still under construction and commencement of commercial operations of the power facility was expected in September 2001.

AES was both manager of construction and plant operator; while electricity from the plant was to be supplied to NEPA under a 13.25 year power purchase agreement.

However, since inception, the project was mired in controversy as the state, NEPA and the Federal Government clashed over the implementation of the agreement.

The controversy peaked when Lagos State took the PHCN to the then Dr. Ransom Owan-led board of the Nigerian Electricity Regulatory Commission (NERC), over allegation of breach of supply agreement and wrongful invoicing of the state.

Lagos State had said in the petition to NERC that it had agreed to contribute 21.15 per cent of the Barge Power Purchase Agreement (BPPA) monthly bills on the condition that the power being generated by AES/Enron would be supplied solely to Lagos State.

According to the state government, further to the Contribution Agreement, on 14th November, 2000, it instructed the Federal Ministry of Finance to effect a direct debit of its statutory allocations from the Federation for the amount due as its contribution, to the capacity payments.

The state however, said that the instruction was to serve only as further security for payment of its obligations, under the BPPA and could only be effected if it failed to pay a valid invoice.

“In June 2001, the IPP began commercial operations and NEPA began to purchase capacity and energy under the BPPA.

‘However, in clear breach of the BPPA and the spirit of the Contribution Agreement, NEPA failed and or refused to devote any or all of the electrical output of the IPP to customers in the areas designated in the BPPA submitted for its contribution by NEPA,” the state said.

Lagos State also stated that despite the breach of agreement, the Federal Ministry of Finance had continued to deduct its 21.15 per cent contribution from source.

All these show that there is no doubt about the viability and feasibility of the IPP project as envisaged by all the partners, including the Lagos State Government.

The project was viable, feasible and was delivered to meet not only specifications but also international standard.

Today, the AES project is supplying close to 230megawatts to the Egbin Thermal Station, from where the power is feed into the National Grid.

With this additional supply from AES, the total output from Egbin averages 800megawatts when gas is available.

The only issue under contentionwas that the power generated from AES was being transmitted to the National Grid for the use of the entire country, instead of only Lagos and this bordered on alleged failure by parties to honour contractual and business obligations.

Despite the controversy surrounding the Enron power project, the Federal Government still ed Lagos State to see the wisdom in breaking the monopoly of PHCN, hence the massive construction of power plants across the country and the planned privatisation of the ailing utility giant.

Second strategy: INDEPENDENT POWER PLANTS AND CAPTIVE POWER.

The Lagos State Government decided to adopt a new strategy after NEPA failed to keep to the AES Barge agreement (it failed to distribute power from the plant solely in Lagos).

The government decided to build power plants that would power key government infrastructure. There were two major ideas behind this.

1) This would ensure that these facilities (hospitals, courts, schools, streetlights) have 24 hours power in order to serve Lagosians better.

2) It would remove these facilities from the National Grid and therefore, there would be more power available to other Lagosians.

The first of these projects was the Island Power Project at Marina.

Island Power Project (Lagos) To Generate 10MW

The Island Power Project is to generate 10MW and is located on Marina, opposite the General Hospital.

In 2009, the Lagos State Government (LASG) entered into a Power Purchase Agreement (PPA) with Island Power Limited (a part of Negris Group) to build, own and operate a 10MW plant to provide 24hr uninterrupted power supply to the General Hospital (Lagos Island); High Court (Catholic Mission Street); High Court Annex (TBS); Magistrates Court (Igbosere Street); Island Maternity Hospital (Lagos Island); State House (Marina) and the provision of street lights within 20 Streets within Lagos Island, an 18km dedicated underground distribution network; all being powered using Gas engines. The plant will comprise of 4 units of 1.5MW MWM gas engines and 2 units of 2MW MWM diesel engines.

The Island Power Project will increase the frequency of power supply to these facilities from 35% to 100%. A major advantage to the residents of these areas is the reduction in crime when commuting along the powered streets, as a result of functional streetlights. The project would help reduce environmental pollution as the plant runs on Compressed Natural Gas (CNG). This would lead to the eradication of 30 diesel and petrol generators of various sizes thus ensuring cleaner air and reduction in noise pollution. This project will also significantly improve the delivery of essential social services to the citizens of Lagos state.

The project is currently the fastest ever executed IPP in Nigeria, with Project Conception to Commissioning taking only 18 months.

On Wednesday, October 29, 2014; His Excellency the Governor of Lagos State, Mr. Babatunde Raji Fashola (SAN) officially commissioned the Mainland Power Plant, an Independent Power Project owned and operated by CET Power.

The 8.8MW Power Plant which is strategically located at the Lagos State Electricity Board, GRA Ikeja and operating through an Independent Distribution Network, shall provide reliable and dedicated electricity to key Lagos State Government facilities and infrastructure including but not limited to Lagos State University Teaching Hospital (LASUTH) and Lagos State University, College of Medicine (LASUCOM); Area “F” Police Command; Lagos State Works Yard; Lagos High Court; Office of the Chief Judge; The Presidency; Code of Conduct Bureau; The Lagos State Water Corporation ; Old Secretariat Complex; The Newly Developed Lagos State Housing Estate; Eko Engineering Limited etc.

The Mainland IPP will also provide uninterrupted Public Street Lighting with total coverage area of more than 20 kilometres, including, but not limited to, the following locations: Old Secretariat lighting; Ikeja Flyover; Mobolaji Bank-Anthony Way; Agege Motor Road; Ikorodu Road (Jibowu to Maryland); Palm Avenue (Mushin); GRA Ikeja, etc.

The financing and deployment of the power generation assets comprised in the Power Plant, as well as the installation and technical commissioning of the Power Plant were performed by CET Power on behalf of Mainland Power Ltd, which is a subsidiary of CET Power.

CET Power also has the overall technical responsibility for the implementation of the IPP, and this responsibility includes the operation and maintenance of the power plant over the next 10 years.

This partnership between the Lagos State Government and Mainland Power Ltd is governed by a 10-year Power Purchase Agreement (PPA), with a provision for the transfer of ownership of the power generation and distribution assets to the Lagos State Government after 10 years. The transfer package also provides for the training of Lagos State Government personnel on a continuing basis towards the acquisition of the requisite skills and capacities for assuming the responsibility for the operation and maintenance of the power plant upon the relevant point in time in the future.

Speaking at the Event, the Lagos State Governor commended CET Power for providing a Power Plant which boasts of modern state-of-the art engineering technologies and strongly advocated that with such proven track record of excellence and reliability in the power generation industry, CET Power should play a more central role in boosting the nation’s Power generation capacity.

The Managing Director of CET Power, Mr. Obiora Nwizu in presenting an Overview of the Mainland Power Project stated that the Plant’s installed capacity of 8.8MW is categorized into 5.8MW of natural gas fired generators providing the primary power, and 3MW driven by diesel fired generators, providing standby capacity. The standby capacity shall supply critical/priority load centres in events of gas supply outage, which have been limited, historically.

Further, he stated that the power plant is equipped with a high-tech Supervisory Control and Data Acquisition (SCADA) and Load Management system to ensure optimal plant efficiency as well as world-class fire-fighting equipment designed to manage any fire incidents, no matter how major.

He also assured Lagos State Government of CET Power’s capability to deploy within the shortest possible time, additional Power Generation Capacity in excess of 25MW if required by the State.

The Chairman of the Nigerian Electricity Regulatory Commission (NERC), Dr. Sam Amadi who was represented by Dr. Uche Okoh described the Power Plant as symbolic of the future of electricity generation in Nigeria wherein competent stakeholders would make viable augmentations to the country’s generation capacities.

The Governor later undertook a guided tour of the Independent Power Plant alongside some of the dignitaries that included the of the State Executive Council notably, the Deputy Governor, Hon (Mrs) Adejoke Orelope–Adefulire, Commissioner for Works and Infrastructure, Dr Obafemi Hamzat and his Environment counterpart, Mr Tunji Bello and other Dignataries.

Various stakeholders in attendance also affirmed their and commended the Public Private Partnership (PPP) Initiative that birthed the Project.

Pls correct the typo. Buhari was not President in 2013 but 2023.

Let me add that Iponri Market in Surulere is not on the national grid or Lagos grid. The whole Iponri market is powered by Solar systems.

First it was a central one but just last year a new company took over and distributed stand alone solar systems to each shop. That move alone has saved shop owners millions of Naira in petrol purchases.

The National Grid is meant to ensure the north gets electricity .

You generate but must transmit unto the National Grid so that the north gets powered.

Other than Kanji, the north has no way of generating electricity.

The late Baba Adinni of Nigeria, Chief Wahab Iyanda Folawiyo, was a member of the donation circuit. He was one of the wealthiest Nigerians of the 1970s, '80s and 1990s and he donated enormous sums of money to charity. He also had a noticeable impact on the development of Lagos State, both through his business activities and through his philanthropy.


Chief Folawiyo attended the University of North London in 1951, where he read Management, specialising in Ship Brokerage. In 1957, he founded Yinka Folawiyo & Sons, which has become the parent company of the Yinka Folawiyo Group of Companies. The group imported cement and sugar from the former Soviet Union, then later introduced building materials from Romania and Bulgaria into the Nigerian market. In 1967, the firm was incorporated as a limited liability company. When Folawiyo and Sons' revenues increased, the firm began chartering vessels to bring in commodities including cement, building materials, frozen fish and fertilizer.


Shipping

To provide logistics for the firm's trading operations, the group established Maritime Associates (International) as a vessel chartering, clearing and forwarding company. The company was later invited to bid for shipment of agricultural produce from Nigeria to Europe. In 1972, the group established Green Lines shipping company when demand for chartering of ocean liners increased. M.V. Ahmodu Tijani, a 10,826 dead-weight ton carrier was purchased in 1973 as the first ocean liner. By 1980, the firm owned six vessels and had ed the UK/West Africa Lines t Service and the Continental West Africa Conference. In the 1970s, regular service was provided between Hamburg/Antwerp and Lagos. The firm later acquired M.V. Bello Folawiyo and M.V. Yinka Folawiyo in the mid 1980s.

Trans-Atlantic International Lighterage was established in the 1970s, it operated within the Lagos Port Complex providing lighterage service with the use of pontoons and barges.

This (shipping) was the business that Folawiyo was most famous for.


Other businesses


In 1971, the United Property Development Company was founded as a real estate investment vehicle. The Nigerian Spanish Cement Company was founded as a bulk cement bagging operation with its own deep water berth. The firm also invested in farming projects across the country including a rice farm in Rivers State which was established as a cooperation between the group and the Rivers State government. The firm also owned farm estates in Oyo involved in livestock and cultivation of fruits.


Electricity and the Lagos Power Project

In 1999, Yinka Folawiyo Power, a subsidiary of the group entered into a partnership with Enron for the development of an independent Power Project. This was the first privately funded power project in Nigeria since the country's independence and after legislation liberalized the sector in 1998. The 270 MW plant became operational in 2001, by then Enron had sold its remaining equity to AES and the Folawiyo Group.

The power plant is located on a barge which is moored off the shores of Ikorodu, near the Egbin Power Station. It is a thermal power plant and it receives gas from the Escravos-Lagos pipeline system. At the time only the National Electric Power Authority (NEPA) was permitted by law to sell electricity to consumers. The Lagos State Government said that it had a deal with NEPA that the power that was generated on the barge would be distributed in Lagos. However, the power was actually fed into the National Grid when the plant became operational.


Crude oil and the Lagos Aje Oil Field


In 1982, the group incorporated a natural energy company, Yinka Folawiyo Petroleum, to focus on gas recovery and gasoline sales. In June 1991, the company was granted an Oil Prospecting License (OPL) 309 as a Sole Risk Contract under the Nigerian government's Indigenous Allocation Programme, put in place to encourage the development of a locally owned and operated Nigerian upstream Oil industry.

Yinka Folawiyo Petroleum owns a 60% interest in the Aje Oil and gas field on OML 113, 24km offshore of western Nigeria. The field is located off the coast of Badagry in Lagos State.

In 2016, Yinka Folawiyo Petroleum announced its first production of crude oil from the Aje Field, the first producing field outside of the Niger Delta in Nigeria.


As a result of the good standing of the company and its commitment to develop the gas potential of the field, the authorities renewed in August 2018 the OML 113 license for a further period of 20 years.

The donation circuit was not a formal organisation, but it’s the way that I refer to a phenomenon that occurred in the late 1980s and early 1990s (the Babangida era).

Some of Nigeria’s wealthiest men were often invited to specific events in which they donated large sums of money. These events included fund raising in churches and mosques, university convocations, book launching and fund raising activities by universities, secondary schools, community development associations and charities.

It was usually the same set of people that were invited to these events. The president was usually the special guest of honour (when he was invited), the governor was usually the chief host, the head of the institution was usually the host, Chief Abiola was usually the chief launcher and other of the donation circuit were usually special guests.

There was a day that I watched the 9 o’clock news and there was an advert for one of these events and the invited guests were listed. There was another advert immediately after and the list of invited guests was almost exactly the same as the list in the previous advert.



The of the donation circuit included Chief MKO Abiola, Alhaji Aminu Dantata, Chief Wahab Iyanda Folawiyo, Chief Sunny Odogwu, Chief Gabriel Igbinedion, Chief Molade Okoya-Thomas, Chief Razak Okoya, Prince Adedapo Tejuosho, Chief Emmanuel Iwuanyanwu, Alhaji Ibrahim Dasuki, Prince Adekunle Ojora, Chief Onwuka Kalu (Onwuka Inter-Biz), Chief Michael Ibru, Dr Alex Ibru, Chief Sunny Okogwu, Chief Francis Arthur Nzeribe, Alhaji Isyaku Rabiu, Dr Olusola Saraki, Alhaji Bamanga Tukur, etc.


Chief Wahab Iyanda Folawiyo donated huge sums of money to schools, charities and similar causes. He endowed the professorial chair in Physics at the University of Lagos, and contributed to virus research at the University of Ibadan. Folawiyo, in June 1998, also became the first private individual to put together a physical structure at the University of Lagos when he upgraded the University's Health Centre to a full-fledged hospital complete with an X-ray Unit. In sports, he was the sole philanthropist of the Yinka Folawiyo U 15 Athletics Championships and the National Amateur Wrestling Championships. He also funded the Bab Es Salam Home for orphans in Lagos.




Lagos Central Mosque

Chief Folawiyo contributed almost 90% of the funds that was used to rebuild the Lagos Central Mosque. The new mosque, which was opened in 1988 by President Ibrahim Babangida, was several times bigger than the old mosque which was built in the early 1900s. He was also instrumental in the construction of the Surulere Central Mosque and the Sultan Bello Mosque in Kaduna.

Folawiyo also sponsored very many Islamic programmes on radio and television during Ramadan.



Honours

Chief Folawiyo was installed as the chancellor of the Lagos State University, Ojo in 1999. He was given the national honours of Officer of the Federal Republic (OFR) by President Shehu Shagari in 1982 and Commander of the Order of the Niger (CON) by President Olusegun Obasanjo in the year 2000.

He was also honoured by many universities, for example, he was given the honorary degrees of Doctor of Law by the University of Calabar in 1991, Doctor of Letters by the Ahmadu Bello University, Zaria, in 1992, Doctor of Science by the Lagos State University, Ojo, in 1998 and Millennium Award of Doctor of Science by the University of Lagos.


He was given the key to Dade County, Florida, in the U.S. and he was also a patron of the Nigerian-British Chamber of Commerce.


He was (obviously) the Baba Adinni of Nigeria, he was the Grand Patron of the Nigerian Muslim Council and he also served as the chairman of the Executive Council of the Lagos Central Mosque




Personal life

Princess Abba Adesanya was one of the most popular fashion designers in Nigeria in the 1980s and early 1990s. Her fashion house, Labanella, was probably the biggest fashion house in the country and they made expensive clothes for the elite. She had been married to Segun Awolowo (the son of Chief Obafemi Awolowo) in the 1960s and she bore a son, Segun Junior, for him. However, Segun Awolowo Senior died in a car crash on the Lagos-Ibadan Road before his son was born. He was 25 years old at the time (this was in 1963).

She got married to Evangelist Lagun Adesanya in the 1970s, but they later separated.

Rumours emerged in the early 1990s that Chief Wahab Iyanda Folawiyo, was dating Princess Abba Adesanya. It was in all the gossip magazines, but the pair denied that they were dating. However, a few months later, it was announced that they were married. The marriage lasted until Chief Folawiyo's death in 2008.


The Baba Adinni of Nigeria, Chief Wahab Iyanda Folawiyo, ed away at his home on Queen's Drive, Ikoyi, Lagos in the early hours of 6 June 2008. He was buried the same day at the cemetery of the Lagos Central Mosque (which is usually reserved for imams).


Chief Folawiyo's son, Mr Tunde Folawiyo, took over the running of the company after his death. There was an extremely funny thread about Tunde Folawiyo on Nairaland. King Sunny Ade celebrated his 70th birthday in 2016 and as part of the activities that were held to mark the occassion, his guitar, a Fender Stratocaster, was auctioned. Tunde Folawiyo bought it for 52.1 million naira. People on the Nairaland thread said that he must have made a mistake and that he must have regretted paying that amount of money for the guitar. They obviously did not know who Tunde Folawiyo was.
