Canadians are not doing this because they love you. It is public money to provide service to people as per accessibility and removing barriers to communication. While English and French are their official languages, they still see the need to collect your money through language. They use stats and demography to know what language to provide to you. Same in UK. I have seen list of foreign languages ed by services in UK. Yoruba is the only Nigerian language mentioned.
