Sim activation has nothing to do with SMS not getting sent sha.

Please is there something I can do to fix the text issue. I have formatted my phone and updated to hyperos but it did not work. I can receive text just fine but I can't send. It was sending when I bought the phone but it stopped. Aside from that the phone works perfectly fine.
