Baba, human management is beyond that and leadership is not about making decisions but making effective and goal driven decisions. In this ranching stuff, I am of the school of thought that fg should provision land for ranching and let, rent or lease it out for interested investors, then, such facility should be managed as any government owned market or plaza would be managed, anything outside that, you will never solve this herdsmen/farmers clash and other related nuisance caused by the marauders.
