What actually makes people get high when smoking hemp is the THC but the THC content in CBD oil is almost zero. Therefore, CBD has nothing to do with highness; it is specifically for medicinal purposes. I think the topic is misleading: loud is a psychoactive drug but CBD is medicinal.
