You can start now. It's 6 months before you course start date. 6 months from now is October so for a course that's starting September you can apply right now

Yes, you can go with dependants if you're studying a MRes ( masters research ) PhD ( Doctorate ) program.

many schools offer MRes programs in the United Kingdom.

the first step in applying for a research program at masters level is to identify your area of research and then send your research proposal to the faculty for approval and you can now submit your application to the school wth a copy of the supervisor's consent

This is not always the case. I currently have 3 MRes issions without having to any supervisor. All that's required is a research proposal to be submitted with other documents in the course of the application

My MA schools in Kingston University, it is located in Southwest London. The school only gives u CAS and the process is seamless but getting visa is between u and UKVI which shouldn't be a big deal too.
However, rent is expensive in Southwest London, so box up if u really interested. An average shared apartment cost like £700 a month, and u are still likely going to pay deposit of a month rent, so budget £1400 for a start.
As regards work, students all over UK struggle because of the 20hrs/week cap but u still have higher chance of getting something doing in London.

If you are on study route it's 10 years but if you get sponsorship after studies then you can count five years from the period you got work visa because your study period and post study visa doesn't count to ILR
