He understood very well that the 36 states political structure of Nigeria with a whooping number of 20 states in the old Northern region but only 17 states in the two old southern regions, is a cheat to the two southern regions; because in a federation formed by different regions, it is cheating to consider land mass or population statistics as criterion to create too many new states and local government areas in one region that has more land mass or population.
