The responsibility lies with the state governments, not Tinubu. Governors are tasked with ensuring the security of the people, not the federal government.

No I don't believe it is as simplistic as you put it.This is to mount pressure on Tinubu like they did Jonathan, but say what you may about Tinubu he is not a weakiling.

This is inaccurate.

The government has established and reached out to the bandits for negotiation through a popular bandit negotiator. The negotiator was the one who worked for the return of some of the students abducted some years back.
