That's not true and is not based on any scripture.

You cant just raise somebody if its not the will of God....you must be led by the spirit first before doing anything for God ( except you are doing it for yourself)

John 5:19

Jesus raised Lazarus in the bible because he knew even before He died that he would raise him from the dead even though Lazarus was just a family friend

But the same Jesus did not make an attempt to raise John the baptist his own family member ( cousin) because he knew from the spirit that he has completed his work on earth and you can pray against the will of God
